Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 10, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 7, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Peggy Ennis, Member; Judy Barnes, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Christy Kenney, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Kay County District Attorney (DA) Mark Gibson; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Ennis approving regular meeting minutes of December 3, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Kelly reported the daily inmate count showing 118.  Kelly said circuit boards have been installed and that fixed the slider doors and monitor in the dispatch area.

 

Kelly said the Sheriff’s Department will be purchasing five in-car video systems for county sheriff vehicles through a grant they received in the amount of $24,000. 

 

Circuit Engineering District (CED):  Schieber said due to bad weather the CED meeting has been rescheduled from Wednesday, December 12, 2007 to Tuesday, December 18, 2007 at 9:30 a.m.  The meeting location will be at the CED #8 Office in Alva, Okla.

 

Motion was made by Wilson and seconded by Ennis approving Application for Permit #08-23 to install a water line located 28-26N-1W SW/C SW/4 N592 .5 to POB N279.75 E467.13 S279.75 W467.13 POB, District No. 3.  Wilson said a water line is being installed because a new home was built.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis acknowledging 2008 One Year and Four Year Road Plan for District #3.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

The Contract Agreement with Metal Roof Construction to install a metal roof on the courthouse is currently on hold per Commissioner Laile Wilson.  Wilson has reservations concerning the contract and the fact that there are no structural drawings for snow and wind loads, downspouts, water drainage problems on sidewalks/basement, etc.

 

Wilson spoke with the owner of Metal Roof Construction, Tammy Hasselwander, and Hasselwander told Wilson she will let the county of the contract.

 

Mark Gibson, DA, told the commissioners there was no reason to cancel the contract and  if there were changes they wanted to make to the contract it could still be done. 

 

Commissioners decided to wait on retaining Lewis and Associates, Architects as consultants on the courthouse roof project until they have spoken with an Architect through the State Historical Society.

 

No action was taken on receiving bid specifications for purchasing and installing a new heating and air conditioning unit for the courthouse.

 

Motion was made by Wilson (under legal counsel) and seconded by Ennis to Table Resolution Number 7, 8-134 detailing the necessity of using eminent domain to acquire a strip of land and the failure to negotiate purchases of the property from the owners and Resolution Number 7, 8-135 detailing the necessity of using eminent domain to acquire a strip of land and the failure to negotiate purchases of the property from the owners.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

Motion was made by Ennis and seconded by Wilson approving rejecting all road rock bids on the six month bid list.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving going out to re-bid road rock on the six month bid list.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving FEMA Project Worksheets regarding the recent severe storms, tornadoes and flooding:  FEMA-1712-DR-OK, PW#79, $11,891.48/$317.11, Dist#1; FEMA-1712-DR-OK, PW#52, $19,704.30/$788.17, Dist#2; FEMA-1712-DR-OK, PW#53, $20,093.60/$803.75, Dist#2; FEMA-1712-DR-OK, PW#54, $14,746.78/$589.87, Dist#2; FEMA-1712-DR-OK, PW#55, $17,883.90/$715.35, Dist#2; FEMA-1712-DR-OK, PW#58, $21,704.40/$613.07, Dist#2; FEMA-1712-DR-OK, PW#74, $11,446.43/$305.24, Dist#2; FEMA-1707-DR-OK, PW#358, $26,994.24/$719.85, Dist#2.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following November 2007 Monthly Reports:  County Clerk; Election Board; Public Health.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Resolutions to deposit:  Res#7, 8-131, Highway, FEMA, PA-1707 PW 358 PK 17 #255-$27,714.09, Dist#2; Res#7, 8-132, Highway, FEMA Portion of Projects totaling $109,394.86, Dist#2; Res#7, 8-133, Highway, FEMA, PA-1712 PW79 PKO#262 & SA#262-$12,208.59, Dist#3.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Treasurer’s Mortgage Certification-$830.00; Highway-$149,317.54; County Clerk Lien Fee-$2,054.00; Preservation Fee-$4,995.00; Public Buildings Authority-Health-$1,616.69.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Larry Klumpp, OSU Extension, said he interviewed for the position of Agriculture Extension Educator and the new hire, Ryan Sproul, will begin working on December 17, 2007.

Motion was made by Ennis and seconded by Wilson approving Kay County Board of Commissioners Regular Meeting dates for the calendar year 2008.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving Payroll with warrants to be released on December 21, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.
