Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 3, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 30, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Peggy Ennis, Member; Judy Barnes, Kay County Assessor; Mary Ramey, Kay County Court Clerk; Christy Kenney, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board Secretary; Kay County District Attorney (DA) Mark Gibson; Charles Abbott, Blackwell Journal Tribune; Scott Cloud, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Ennis approving regular meeting minutes of November 26, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 107 inmates.

 

Motion was made by Wilson and seconded by Ennis to Table action on retaining Lewis and Associates, Architects as consultants on courthouse roof project.

 

Richard Winterrond with Lewis and Associates, Ponca City, said he would review the bid documents and specifications, review the process, and then make a recommendation.  The cost for his services would be around $800.  If Lewis and Associates were hired to do consultations on-site that would be an additional cost of $100 an hour on-site making the total cost for their services approximately $2,000.

 

DA Gibson suggested the commissioners table this action until all commissioners have reviewed the bid specifications.

 

Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made be Ennis and seconded by Schieber approving going out for bid to purchase and install a new heating and air conditioning unit for the courthouse.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving Chairman Schieber to sign for a floodplain construction for Claude Pemberton.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving Reimbursement for Election Board Secretary Salary for month of November 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving Agreement between Board of County Commissioners and Roy E. Rogers with remote terminal capabilities through the Assessor’s Office.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis noting County Clerk’s office Requisitioning Officer-Tammy Reese, Patsy Leyva, Steve Austin/Receiving Agent-Nan Fry, Pat Lockhart/Inventory Clerk-Nan Fry, and Pat Lockhart for the following accounts:  County Clerk, Lien Fee and Preservation Fund.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Larry Schafnitt with NODA was present on behalf of the Peckham Fire Department Title 19 (funding through Kay County).  He requested a Public Notice be posted within the next thirty days to determine if the corporate fire department could be converted to a county fire department.  Schafnitt said if the county commissioners would sponsor them it will make the Fire Department eligible for Reap Grants.

 

Motion was made by Schieber and seconded by Ennis approving Title page for Oakland Road Project, Dist#1.  Schieber said this is part of a grant that he is applying for through the Ponca City Tribe and the final step.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving going out for bid to purchase a track hoe, one for District No. 2 and one for District No. 3.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving Contract for Labor for custodial maintenance for the satellite location of the District Court in Ponca City.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving Detention Services Agreement By and Between Tulsa County Juvenile Detention Center and the Board of Kay County Commissioners.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving the following Resolutions to Dispose of Equipment:  Res#7, 8-124, Court Clerk, CPU, J-215-140, traded; Res#7, 8-127, Court Clerk, CPU HP 7100, J-215-206, traded; Res#7, 8-128, Court Clerk, CPU HP 7100, J-215-198, traded; Res#7, 8-129, Court Clerk, Laser printer, J-215-123, traded; Res#7, 8-130, Court Clerk, HP Envelope feeder, JP-215-123, traded.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Ennis approving the following Resolutions to deposit:  Res#7, 8-125, Highway, BIA-$350,000.00 Kildare Road Project H3101-74, D#1; Res#7, 8-126, Highway, BIA-$13,700.00 Lake Road Project H3101-68, D#1; Res#7, 8-131, Drug Court-$6,375.00, October & November 2007 Adult Drug Court.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Cash Fund Estimate of Needs and Request for Appropriation:  County Improvement-$455.51 – need to void (approved 11-19-07); County Improvement-$507.70; Highway District#1-$350,000.00; Highway District#1-$13,700.00; Drug Court-$6,375.00; Child Abuse Prevention-$423.10; Highway-$294,729.03; LEPC Grant-$182.00; Sheriff’s Jail Cash-$14,397.54; Sheriff’s Service Fee-$24,448.92; Sheriff’s Commissary-$817.77; Sheriff’s Jail Cash-$105.73.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.
