Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 19, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 15, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Peggy Ennis, Member; Will Clark, First Assistant District Attorney (ADA); Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board Secretary; Scott Cloud, Newkirk Herald Journal; Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Ennis approving regular meeting minutes of November 13, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 119 inmates. 

 

ADA Clark addressed the landfill case.  Clark said the appellate court sent the appeal back saying the summary judgment by Combs was not appropriate.  In Pottawatomie County the judge found that the regulations regulate the operation of the landfill which we are not allowed to do.  Basically, we, the county, can regulate the design, construction, location, and maintenance of the landfill.

 

Clark added in his opinion the regulations are currently in place.  The regulations we passed need to be complied with; however, there are still negotiations that need to be done.

 

Motion was made by Wilson and seconded by Ennis approving Reimbursement on Election Board Secretary Salary for October 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis noting the following October 2007 Monthly Reports:  Court Clerk – Blackwell/Ponca City Division, Newkirk Office.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Resolutions to Dispose of Equipment:  Res#7, 8-115, Election Board, Photo printer HP2575, junked; Res#7, 8-116, Election Board, HP DeskJet 952C MYOIN16OJC, junked; Res#7, 8-117, Election Board, HP DeskJet 952C MYOIM16012.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Ennis approving the following Resolutions to deposit:  Res#7, 8-113, Community Service Sentencing Program-$71.50, September 2007 CSSP; Res#7, 8-114, Highway-$50,000.00, Virgil Richardson’s donation to county, Dist#1.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Cash Fund Estimate of Needs and Request for Appropriation:  CSSP-$71.50; Visual Inspection Reimbursement-$546.33; County Improvement-$455.51; County Improvement-$150.00.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Schieber reported work on the courthouse roof will start today at 10:00 a.m.

 

Motion was made by Wilson and seconded by Ennis approving Payroll with warrants to be released on November 20, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.
