Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 13, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 9, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Peggy Ennis, Member; Jennifer Layton, Assistant District Attorney (ADA); Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Carol Kellum, Kay County Election Board Secretary; Scott Cloud, Newkirk Herald Journal; Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of November 5, 2007.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count showing 109 inmates.  The inmates that were housed in Osage County have been returned to Kay County.

 

Undersheriff Kelly gave Commissioners an estimated cost for repairs in jail from the result of the riot, totaling #$67,771.66.  He said the television sets are hooked up, all glass has been installed, and three jail cell doors still need repaired.

 

Commissioner Schieber brought to the Sheriff’s attention the 2008 Ford Crown Victoria the Sheriff recently ordered.  Schieber stated he thought they agreed not to purchase any more new vehicles until the jail situation is resolved.

 

Van Hoesen said he has to replace the cars due to the number of miles on the vehicle he is replacing.

 

Commissioner Wilson asked Van Hoesen if the vehicle that was just purchased was to replace the vehicle that was wrecked.

 

Van Hoesen replied no.

 

Road and Bridge Projects, Circuit Engineering District (CED) #8:  Schieber said a big bridge project will soon begin in District No. 2, located three miles east of Newkirk and two miles south of River Road.

 

Motion was made by Wilson and seconded by Ennis approving Chairman Schieber’s signature on Resolution No. 7, 8-106 to appoint representatives, Judy Barnes, Kay County Assessor and Laile Wilson, Kay County Commissioner District No. 3, as members of the Joint Airport Zoning Board of the Ponca City Municipal Airport.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving the Cooperative Extension Services Agreement between the Oklahoma State University Acting for and on behalf of its Cooperative Extension Service and the United State Department of Agriculture, Total Budget $110,000.00.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving ODOT Claim Form for Bridge 256A, Dist#1.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis noting the following October 2007 Monthly Reports:  Public Health; Kay County Election Board; County Clerk.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson to approve Resolutions to Dispose of Equipment.  Wilson rescinded his motion.

 

Motion was made by Wilson and seconded by Ennis approving Resolutions to Dispose of Equipment:  Res#7, 8-109, Public Health, SI-104-45, Filing Cabinet, transferred to District #1; Res#7, 8-110, Public Health, SI-104-35, 104-36, Filing Cabinets, transferred to Dist#1; Res#7, 8-111, Public Health, SI-104-30, 104-31, 104-32, 104-34, Filing Cabinets, transferred to Dist#1.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving Resolution to Dispose of Equipment:  Res#7, 8-112, Assessor’s Office, H-102-78-chair/H-102-73-chair, junked.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Resolutions to deposit:  Res#7, 8-105, Drug Court-$9,562.50, July-September 2007 Adult Drug Court; Res#7, 8-107, Emergency Management Agency, $13,500.00, Final Appropriation FY2007-08; Res#7, 8-108, Public Building Authroity-$1,408.84, November 2007 Rent.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Ennis and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Emergency Management Agency-$13,500.00; Drug Court-$9,562.50; Public Buildings Authority-$1,408.84; Public Buildings Authority-Health-$1,974.13; Treasurer’s Mortgage Certification-$925.00.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Ennis approving the following Transfer of Appropriations:  OSU Extension Maintenance-$944.00 to General Government Maintenance & Operation (M&O); Assessor M&O-$1,472.00 to General Government M&O; County Clerk M&O-$960.00 to General Government M&O; Election Board M&O-$728.00 to General Government M&O; EMA Capital Outlay-$1,200.00 to EMA Personal Service; Sheriff Service Fee Overtime-$3,196.22 to Personal; Sheriff M&O-$2,328.00 to General Government M&O; Sheriff Service Fee M&O-$150.00 to Personal Service.  Motion carried:  Schieber, aye; Ennis, aye; Wilson, aye.

 

Citizen Orva Rothgeb asked Commissioners for an update on the landfill situation.

 

Schieber replied he will speak with First Assistant District Attorney Will Clark and the landfill situation will be a topic of discussion on next week’s agenda.
