Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 17, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 14, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Will Clark, First Assistant District Attorney (ADA); Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Leven approving regular meeting minutes of September 10, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson to enter into Executive Session pursuant to Title 25 Section 307(B)(4) regarding Kay County District Court Case Number CV-06-28PC, wherein The Board of County Commissioners are a party to the matter (9:02 a.m.).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven to reconvene into regular session (11:26 a.m.).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported daily inmate of 106, 11 inmates at Osage County.  Van Hoesen said the Grant County inmates have been returned to the Kay County facility.

 

Van Hoesen discussed the fire alarm system and wiring that needs done.  He said a dispatcher has been hired and reported he has seven jailers currently on staff.

 

Commissioner Leven said each commissioner will be sending one of their employees to work in the jail to do welding.  Leven said they would be paid out of the general fund for work they do in the jail.

 

ADA Will Clark directed a question to the Sheriff asking if the State Jail Inspector had to come to re-open the pod (the one destroyed during the riot).

 

Van Hoesen replied, “We will call them.”

 

Other topic discussed was the lights in the Sally port and Booking area.

 

Motion was made by Wilson and seconded by Leven noting the Requisitioning Officer/Receiving Agent/Inventory Clerk for accounts in the Sheriff’s Department.  Sheriff’s Commissary Fund/Service Fee/Sheriff’s Grant Fund/Kay County Sheriff/Commissary Fund/Training Fund/Jail Fund – Requisitioning Officers-Everette Van Hoesen/Justin Parker/Donna Springer; Receiving Agent-Jennifer Fildes/Melissa Sprueill; Inventory Clerks-Justin Parker/Donna Springer.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Road and Bridge Projects, Circuit Engineering District (CED) #8:  Commissioner Schieber asked that a Programming Resolution for Bridge 112 be put on the Agenda for next week.

 

No action was taken on Bridge Inspection Claims 112 and 248.

 

Road Crossing Permits:  Commissioner Schieber suggested some changes may need to occur when applying for road crossing permits, such as; requirements, covenants, and a price increase.  Leven and Wilson will review possible changes.

 

Motion was made by Leven and seconded by Wilson to pay 75% now and 25% when job is completed to Sweeper Metal Fabricators Corp., Bid#2007-18 Repair on Jail Doors.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven noting the following August 2007 Monthly Reports:  Election Board; Court Clerk’s Office- Ponca City, Blackwell, and Newkirk offices; Public Health Department.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Programming Resolution 7, 8-71 Bridge #248, Dist#2.  Rebuild bridge over Wolf Creek, Location No. 36N3370E0100007, and located 3.2E 1.6S of Newkirk Circle.  Existing bridge 61’ I-BM Operating rating 10 tons.  Sufficiency rating 27.9, structurally deficient NBI No. 12227.  Year built 1950 (will use SB 1288 funds) 103 Acct.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Five Year Plan (2008-2012) for Roads and Bridges.  Resolution 7, 8-73 was approved for use of County Bridge and Road Improvement Funds, County Improvements for Roads and Bridges Funds, Federal Bridge Replacement Funds and Surface Transportation Program Funds as required by the Oklahoma Department of Transportation. Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Engineering Contract (Brawley Engineering) on STP Project on Highland Avenue, Work Order KAYC-07-01 to Resurface County Road EW-21 (W. Highland Ave.) from County Road NS-326 to NS-329 (Ranch Road), $28,000, D#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Programming Resolution No. 7, 8-74 on STP Project to Resurface County Road EW-21 (W. Highland Ave.) from County Road NS-326 to NS-329 (Ranch Road), D#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Homeland Security Grant for the Courthouse, Award# OK-LETP 75.029.  Undersheriff Kelly said the grant is in the amount of $26,000 and the county will receive security/panic buttons, an outside rotating camera, metal detections, etc.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Resolution No. 7, 8-75 for a Reap Grant for Ranch Drive for a building addition.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolutions to deposit:  Res#7, 8-69, Public Building Authority-$1,408.84, September 2007 Rent.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Public Buildings Authority-$1,408.84; Visual Reimbursement- $3585.75.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving the following Transfer of Appropriation-Sheriff’s General Accounts, $3700.00 from Personal Service to Overtime.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Unscheduled public appearances:  Commissioner Schieber announced a FEMA meeting to be held in the Pioneer Technology Center at 1 p.m. today.
