Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, September 4, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 31, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Will Clark, First Assistant District Attorney; Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Mary Ramey, Kay County Court Clerk; Carol Kellum, Kay County Election Board; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Leven approving regular meeting minutes of August 27, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported a count of 97 inmates, 13 in Osage County and 4 in Grant County.

 

Van Hoesen thanked Commissioner Wilson and Larry Klumpp, OSU Extension for their welding services in the jail.

 

Other jail issues discussed:  Door repairs still needed, getting quotes and bids for items needed, repairs made by Sweeper Fabricators.

 

Motion was made by Leven and seconded by Wilson approving Chairman Schieber to sign Notice of Violations-Kay County Jail from the Oklahoma State Department of Health, Jail Inspection Division.  Inspection date July 27, 2007, return date August 22, 2007 (2 reports); Inspection date July 27, 2007, return date October 1, 2007 (2 reports); Inspection date August 6, 2007, return date August 28, 2007 (2 reports).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Road and Bridge Projects:  Short discussion was made concerning upcoming projects.

 

Motion was made by Leven and seconded by Wilson approving Chairman Schieber to sign Application for Oklahoma Certificate of Title for a Vehicle-2008 Chevrolet Truck, Colorado 4WD and invoice.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Agreement between the Board of Kay County Commissioners and Nga Ly Wells to access records by the use of remote terminal capabilities in the Kay County Assessor’s Office.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving an Application for County Burial and Affidavit of Financial Inability to Pay.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Resolution Number 7, 8-60, Dispose of Equipment County Clerk’s office, F-105-10 desk, declaring surplus to be sold.  Resolution was approved during August 27th meeting and resolution was correct, however, the Agenda dated August 27th stated item was to be junked.  Resolution was repeated on Agenda dated September 4th to clarify desk is to be declared surplus to be sold.

 

Motion was made by Wilson and seconded by Leven approving the following Project Completion and Certification Reports, Disaster FEMA-1707-DR-OK, Project Title - Roads and Bridges, Project No. 399:  FEMA PW#133, Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving the following Resolutions to deposit:  Res#7, 8-61 – Highway, State of Oklahoma-Department of Emergency Management-$28,746.74/$766.58-FEMA-1707-DR-OK, PW#133, Project Title-Roads and Bridges, Project No. 399, Dist#1; Res#7,8-62 – County Improvement-$5,775.00, Annual One-Net License Fees; Res#7, 8-63 – Drug Court -$3,065.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway, D#1 - $29,513.32; Highway - $247,191.29; County Improvement - $5,775.00; Sheriff’s Commissary - $700.99; Sheriff’s Jail - $15,974.25; Sheriff’s Service Fee - $14,303.13; Sheriff Jail - $104.83; Drug Court - $3,065.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Unscheduled public appearances:  Undersheriff Buddy Thomas (20 years) and Captain Scott Pemberton (16 years) announced their resignations and said their last day on the job would be September 14, 2007.

 

Van Hoesen selected Deputy Steve Kelly to replace Thomas but at this time Van Hoesen has not chosen a replacement for Pemberton.

 

Thomas said he feels very comfortable with his replacement, Steve Kelly, stating he is very capable and exploits the appropriate personality and misdemeanor for this type of job.
