The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 2, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public information on June 29, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Schieber called the meeting to order. Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Jennifer Layton, Assistant District Attorney (ADA); Mary Ramey, Kay County Court Clerk; Judy Barnes, Kay County Assessor; Christy Kennedy, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Larry Klumpp, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). Member Wayne Leven, absent.
Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of June 25, 2007. Motion carried: Schieber, aye; Wilson, aye.
Road and Bridge Projects, Circuit Engineering District #8: Schieber mentioned BIA approved letter requesting funding for Kildare Road. Schieber said the County Line Road east of Highway 156 is closed.
Jail Issues: Sheriff Van Hoesen reported the average daily population for the month of June 2007 as 130. Van Hoesen reported to Commissioners the new door locks that were installed by Sweeper Metal Fabrications and inmates are malfunctioning. He also mentioned an electrical problem and commented they were without power for around three hours.
Motion was made by Wilson and seconded by Schieber authorizing Chairman Schieber to sign Reimbursement for Election Board Secretary for the month of June 2007. Motion carried: Schieber, aye; Wilson, aye.
Motion was made by Wilson and seconded by Schieber approving Application for Permit #08-01 Line Installation, 8” PVC C-900 potable water line to cross under C.R. 3200 (N. Public St) location-NW 4 of the SW ¼ of Section 34, T 26N, R1 W 1 mile, Kay County water line crossing is approximately 1966 L.F. north of the south boundary of Section 34, Dist#3. Motion carried: Schieber, aye; Wilson, aye.
