Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, June 4, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 1, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Christy Kennedy, Kay County Treasurer; Judy Barnes, Kay County Assessor; Everette Van Hoesen, Kay County Sheriff; Carol Kellum, Kay County Election Board Secretary; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Leven approving regular meeting minutes of May 29, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Virginia Burnett, Representative for Pre-Paid Legal Services, Inc. spoke during meeting and indicated she is a broker who will search for Health Insurance and obtain quotes for county to consider.

 

No action was taken on Kay County Extension Service Contract Negotiation.

 

Van Hoesen reported the jail as being full indicating the count showing 146 inmates.  He reiterated Sweepers Fabricators should be receiving the door locks this week and reported they still do not have any hot water in the kitchen. 

 

Motion was made by Leven and seconded by Wilson approving Jag Grant/Letter of Memorandum an Interlocal Agreement between the City of Ponca City and County of Kay 2007 Byrne Justice Assistance Grant (JAG) Program Award.  Chief of Police, Don Bohon, was present and explained the total amount of the grant was $19,639.00.  Bohon said the County would receive $4,916.49 and the City would receive $14,722.51 to purchase Equipment and for use in the Training Enhancement Program.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven appointing Dr. H. G. (Gene) Smith to the Justice Facilities Authority.  Smith will replace Anthony Street who recently resigned.  Schieber read Mr. Smith’s credentials to those present.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Road and Bridge Projects, Circuit Engineering District#8: Discussion was made concerning the recent rains/weather and how it has affected the roads.

 

Motion was made by Schieber and seconded by Wilson approving Agreement between BIA and Board of Kay County Commissioners for 3 miles on Kildare Road, $330,000, Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven approving Title page/Plans of Proposed Kildare Road-Phase 1 from US 77 East approximately 2 miles, Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson to recess and enter into the Kay County Home Finance Authority meeting.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson to resume to regular commissioners meeting at 9:26 a.m.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson to purchase Dennis Bonewell a Four wheel drive, extended cab Colorado pickup, off the State Bid price list and to be paid out of the County General Fund.

 

Payment is to be set up on a lease purchase three year period making yearly payments.

Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Application for Permit#07-31 for Line Installation for a flow line from NW 28-25N-1W to NE 29-25N-1W, Dist#3.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on Association of County Commissioners of Oklahoma Self Insurance Fund (Worker’s Compensation) for Kay County and Resolution to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Fund (Worker’s Compensation Program).

 

Motion was made by Leven and seconded by Wilson noting the following May 2007 Monthly Reports:  Treasurer’s Fee.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

Motion was made by Wilson and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Sheriff’s Jail - $26,664.54; Sheriff’s Commissary - $179.31; Sheriff’s Service Fee - $15,742.42.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven tabling policies and procedures for accidents occurring in the courthouse.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson tabling Employee Personnel Policy Handbook, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Public Appearances:  Schieber commented Kaw Tribe would be helping with funding to overlay Kildare Road (a 3 mile area).  Schieber said from highway to elevator would be a thicker asphalt overlay and remainder would be a thinner asphalt overlay.
