Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 30, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 27, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Christy Kennedy, Treasurer; Judy Barnes, Assessor; Carol Kellum, Election Board Secretary; Larry Klumpp, OSU Extension; First Assistant District Attorney (ADA) Will Clark; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Leven approving regular meeting minutes of April 16, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

David Rose, HealthChoice, spoke to Board and answered questions regarding current insurance coverage.

 

Sheriff Van Hoesen reported monthly average inmate count showing 107.  He also spoke about jail doors and FEMA trailers.

 

Commissioner Schieber attended Circuit Engineering District#8 meeting to discuss five year plan.  Leven will attend meeting on May 2, 2007.

 

Motion was made by Leven and seconded by Wilson approving Detention Services Agreement by and between Muskogee Youth Services and the Board of County Commissioners.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Agreement between Kay County Health Department and Four Seasons Lawn Care, effective July 2, 2007 and terminates on June 30, 2008.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Agreement between Kay County Health Department and Throop Lawn Care.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolutions to dispose of equipment:  Res#6, 7-185, Sheriff’s Department, Serial No. 2FAFP71W34X124942, 2004 Ford Crown Victoria, surplus; Res#6, 7-186, Sheriff’s Department, Serial No. 4213419, Whelen light bar, surplus.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving reimbursement from State Election Board for salary to Kay County Election Board Secretary.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving reimbursement from Oklahoma Tax Commission of county and school revenue loss due to 2006 additional homestead exemptions.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolutions to deposit:  Res#6, 7-181, Highway Cash Fund, BIA-$114,747.24, H3101-68 Lake Road Bridge 129 FY 06/07, Dist#1; Res#6, 7-182, Highway Cash Fund, BIA-$30,124.60, H3103-42 Stink Creek Bridge Project FY 05/06, Dist#3; Res#6, 7-183, Highway Cash Fund, BIA-$1,305.62, H3103-42 Stink Creek Bridge Project FY 05/06, Dist#3; Res#6, 7-184, Highway Cash Fund, BIA-$45,249.45, H3101-20 Lake Rd. Motion was made by Wilson and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$361,675.32; Highway, Dist#1-$114,747.24; Highway, Dist#1-$45,249.45; Sheriff’s Service Fee-$22,756.41; Sheriff’s Training-$825.00; Sheriff’s Jail-$13,879.69; Sheriff’s Jail-$500.50; Sheriff’s Commissary-$624.60.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving the following Transfer of Appropriations:  General-Assessor Partime-$1,000.00/Travel-$210.25 to Capital Outlay; Highway, Dist#1 Capital Outlay-$5,000.00 to Maintenance & Operation.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven on Bid#2007-20 Filing System/County Clerk  accepting the lowest bid from Southwest Solutions Group.  Motion carried:  Schieber, aye; Leven, aye; Wilson.

 

Motion was made by Leven and seconded by Wilson approving Project Agreement by and between The Board of Kay County Commissioners and The Oklahoma Department of Transportation and Resolution No. 6, 7-187 whereas, Kay County has agreed to participate for construction with Federal participation.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
