Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, April 23, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 20, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Christy Kennedy, Treasurer; Judy Barnes, Assessor; Mary Ramey, Court Clerk; Carol Kellum, Election Board Secretary; Larry Klumpp, OSU Extension; First Assistant District Attorney (ADA) Will Clark; Tammy Reese, Kay County Clerk/Secretary.  Wayne Leven, Member was absent (see sign in sheet).   

 

Motion was made by Wilson and seconded by Schieber approving regular meeting minutes of April 16, 2007.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to vacate prior motion approval of Transfer of Appropriations from the General Government Maintenance account of $2,500.00 to Justice Facility Authority Travel.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve a purchase order made to Justice Facility Authority in the amount of $2,500.00 from General Government Maintenance account (recommended by the State Auditor’s office and ADA Will Clark to allot funds to JFA via purchase order).  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber noting Officer’s Request for Supplemental Appropriations for the Election Board (reimbursement from State Election Board).  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving signing Title Sheet for CR-136C (126), Dist#1.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Contract for Labor, term May 15, 2007 to October 15, 2007, contractor shall maintain grass and trees on property owned by Kay County.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Renewal of Cooperative Agreement between U. S. Department of Agriculture APHIS-Wildlife Services Oklahoma Department of Agriculture, Food 7 Forestry and Kay County Board of Commissioners (each district will pay one-third of cost).  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving seeking assistance in obtaining emergency funding through Natural Resources Conversation Service to stabilize county roads for Districts 1, 2, and 3.  Caleb Stone spoke with commissioners and explained this procedure.  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber acknowledging County Officer Turnover Report Pat Schieber Kay County Treasurer March 5, 2007 (exit audit).  Motion carried:  Schieber, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to deposit:  Res#6, 7-179, Highway- Mike Graham Auctioneers-Auction Proceeds-$96,609.20, $11,969.20-Dist#1 and $84,640.00-Dist#3; Res#6, 7-180, Highway-City of Kaw City-$500.00, Reimbursement street repair, Dist#1.  Motion carried:  Schieber, aye; Wilson, aye.

 

 

 

 

 

There were no Cash Fund Estimates of Needs and Request for Appropriations to approve or disapprove.

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff Jail Cash Maintenance-$1,000.00 to Contract Service; General Personal Service Commissioners-$5,200.00 to Travel; Highway Capital Outlay Dist#1-$1,500.00 to Personal Services.  Motion carried:  Schieber, aye; Wilson, aye.

 

Shane Frye, Executive Director of Blackwell Chamber of Commerce, expressed to commissioners the many needs on Hubbard Road.

 

Motion was made by Wilson and seconded by Schieber approving Payroll with warrants to be released on April 27, 2007.  Motion carried:  Schieber, aye; Wilson, aye.
