Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 5, 2007, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 2, 2007, at 8:30 a.m. at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Schieber called the meeting to order.  Those present were as follows: Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Christy Kennedy, Treasurer; Judy Barnes, Assessor; Mary Ramey, Court Clerk; Everette Van Hoesen, Sheriff; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Leven and seconded by Schieber approving regular meeting minutes of February 26, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, abstained.

 

Jail Issues:  Sheriff reported the daily inmate count showing 126 (18-DOC, 4-CSSP).  Sheriff told Commissioners the Health Professionals medical coverage for inmates has expired.  Leven asked Buddy Thomas to follow-up on coverage because he did not believe it had expired.  Thomas brought the light meter reader to the meeting and demonstrated.

 

Road and Bridge Projects, CED#8:  Schieber said he would be attending meeting in Alva this week and the auction in Elk City.  Wilson said his bridge on 13th street is not open because guard rails are not installed.

 

Motion was made by Leven and seconded by Wilson approving Emergency Relief Program for Federal Aid Routes (ODOT/FEMA).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Certification for Contracts, Grants, Loans and Cooperative Agreements.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven authorizing Chairman Schieber to sign Reimbursement Claim for Election Board Secretary for the month of February 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson noting February 2007 Monthly Report from the Treasurer’s office.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven authorizing Chairman Schieber to sign the following Agreements between the Board of County Commissioners and the following Subscribers with remote terminal capabilities (Assessor’s office):  Bivin & Associates, Inc.; J Rowe Real Estate.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven noting Treasurer’s Departments Requisitioning Officer/Receiving Agent/Inventory Clerks.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  LEPC Grant-$1,000.00; Drug Court-$2,479.17; Treasurer’s Mortgage Certification-$790.00; Highway Cash Fund-$234,559.94; Preservation Fee-$4,230.00; County Clerk Lien Fee-$1,671.76; Sheriff’s Jail Cash Fund-$14,853.82; Sheriff’s Service Fee-$13,335.87; Sheriff’s Commissary-$549.26.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

 

Motion was made by Wilson and seconded by Leven approving the following Resolutions to deposit:  Res#6, 7-152, LEPC Grant Cash Fund, State of Oklahoma-Department of Emergency Management-$1,000.00, Hazardous Materials Emergency Preparedness Grant (HMEP), First payment for September 2006 Report of FFY07; Res#6, 7-153, Drug Court Cash Fund, State of Oklahoma-Mental Health & Substance Abuse Service-$2,479.17 (February 2007 Adult Drug Court); Res#6, 7-154, Highway Cash Fund, BIA-Lake Road Project Bridge 129-$119,649.93 H3101-68 FY2006/07.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Topic discussed between Leven and Van Hoesen:  Bid on doors by Sweeper’s Fabricators, door locks and doors.

 

Unscheduled public appearances:  Subjects discussed:  The upcoming Northwest District meeting held in Grant County, March 16, 2007 and the Legislative Alert sent out by ACCO to commissioners to contact Senators and Representatives about bills that concern and will affect counties.  County Clerk typed a letter to local Senators and Representatives concerning these bills and the commissioners signed the letter.
