Newkirk, Oklahoma  

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Wednesday, December 27, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 22, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Pat Schieber, Treasurer; Judy Barnes, Assessor; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Will Clark, First Assistant District Attorney (ADA); Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

Motion was made by Schieber and seconded by Wilson approving regular meeting minutes of December 18, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving special meeting minutes of December 20, 2006.  Motion carried:  Schieber, abstained; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Chairman Leven signing November claim from Oklahoma Juvenile Affairs in the amount of $2,176.87.

Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven nominating Commissioner Dee Schieber as Chairman for Board of County Commissioners for FY2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table setting date and time for special meeting to create Trust Authority.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on going out for bid on a vehicle for Dennis Bonewell, Emergency Management Director.

 

Sheriff Van Hoesen brought three different quotes concerning fire alarm system/fire alarm sprinkler system:  1) SimplexGrinnell LP quoted replacing twenty-nine (29) horizontal sidewall sprinkler heads that have been painted; removing tape and paper from sprinkler head in TZ high ceiling area; repairing/repositioning sprinkler piping in Dormitory area; replacing/re-securing missing pipe hanger support-total cost of material and labor-$6,545.00.  SimplexGrinnell noted several other items needed in order to comply with all applicable codes and standards with an additional cost of the material and labor-$1,232.00.  2) Tyco/SimplexGrinnell – Kitchen Hood Suppression system, Emergency Exit Lights, Exit Sign Inspection/Emergency Exit Sign Inspection and Full Annual Maintenance-Total-$2,957.03  3) AMPRO Fire Systems, LLC quote was fro annual contract for the Inspection of the Fire Suppression System=$275.00.  The three quotes submitted were quoted with different specifications.  Commissioner Leven told Sheriff Van Hoesen the decision on the different quotes was up to him (the Sheriff).

 

Leven asked the Sheriff if the lighting in the booking area was working.    Van Hoesen replied, “I haven’t been back there to see if fixed or not.”

 

Motion was made by Wilson and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Child Abuse Prevention-$192.98; Drug Court-$2,083.33; CSSP-$116.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to deposit to cash funds:  Res#6, 7-114, Child Abuse Prevention-Totaling-

 

$192.98-Juror Donations; Res#6, 7-115, Highway-Dist#3, $90.00-sale of used oil; Res#6, 7-116, Drug Court-$2,083.33-Adult Drug Court December 2006; Res#6, 7-117, Drug Court-$116.00-October 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Resolution #6, 7-118, Approving Interlocal Cooperative Agreement for Circuit Engineering District.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Will Clark, ADA, asked County Clerk Reese to include the Addendum 2004-1 (in red) along with the Safety Incentive Award (in red) to the updated Employee Personnel Policy Handbook 2006;  items in red to be reviewed by all officers in next weeks Commissioner meeting.

 

Unscheduled public appearances:  Mr. Clark applauded Judy Barnes and her office personnel for organizing this years Courthouse Christmas party.
