Newkirk, Oklahoma 

 

The Board of County Commissioners of Kay County, Oklahoma, met in special session at 11:30 a.m., Wednesday, December 20, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 18, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order (11:40 a.m.).  Those present were as follows:  Wayne Leven, Chairman; Laile Wilson, Member; Judy Barnes, Assessor; Pat Schieber, Treasurer;  Sharon Rowen, Ponca City News; Tammy Reese, County Clerk/Secretary (see sign-in sheet).  Dee Schieber, Vice-Chairman (absent).

 

Motion was made by Wilson and seconded by Leven approving special meeting minutes of December 14, 2006.  Motion carried:  Leven, aye; Wilson, aye.

 

Jail Issues:  Undersheriff Buddy Thomas reported new problem areas in the jail.  He said they are now having electrical problems and a small portion of the jail is without lights.  Thomas said they contacted an electrician.  He also reported a roof leak above the female control panel.  Leven said he would call someone to come and look at the roof.

 

Thomas said he received two quotes concerning the fire alarm system.  One quote was received by Tulsa Time Communications, Inc. and the other from SimplexGrinnell LP.  There was thousands of dollars difference between the two quotes.  SimplexGrinnell LP quoted $25,000.00 to repair the existing FCI fire control panel and wiring in the jail – all labor will be sixty dollars per hour and material will be cost plus 10%.  Tulsa Time’s quote of $4,922.00 to remove existing FCI Fire Alarm Control Panel and install a new control panel in its place, plus, installing two conventional zone adder modules to accommodate the existing 15 conventional zones, and install appliance module to accommodate the existing 8 notification appliance circuits.  Any additional labor outside these listed could be contracted time and material at the rate of $70.00 per hour. 

 

Slide bolt locks for cell doors was discussed.  Slide bolt locks are not permitted (State Fire Marshal’s guidelines) on jail cells that have remote access control.  Currently, jail has 35 doors with slide bolt locks.  Because of this deficiency fire drills must be conducted monthly on all shifts until fire alarm is replaced or repaired.  Documentation to the State Fire Marshal must be provided within 10 days that all inmates can be removed in mandatory time frame.

 

After much discussion between the Commissioners and the Sheriff’s Department both agreed Tulsa Time Communications, Inc. (lowest bid) would serve the county in the best method.  Installing a new fire alarm control panel, and, being able to work in stages as requirements are needed would be more cost effective.

 

Motion was made by Wilson and seconded by Leven to accept quote from Tulsa Time Communications, Inc. for one Fire Alarm Control Panel; two Conventional Zone Adder Modules; one Notification Appliance Module and installation in the amount of $4,922.00 and to start as soon as possible.  Motion included having SimplexGrinnell LP repair and inspect fire alarm sprinkler system and fire hood suppression under the stove hood.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven to amend original motion to include sending a letter to the State Fire Marshal by the Board of County Commissioners authorizing Chairman Leven signing letter stating their decision to replace and repair fire alarm/fire alarm sprinkler system.  The letter will also report the mock fire drills and ability to perform drills in allotted time frame held by Sheriff on Monday, December 18, 2006.  Motion carried:  Leven, aye; Wilson, aye.

 

Commissioner Leven asked Van Hoesen to contact the State Fire Marshal and inquire about date of next school for State testing requirements for custodian Jeremy Bristow.

 

Motion was made by Wilson and seconded by Leven to adjourn Special Session (12:30 p.m.).  Motion carried:  Leven, aye; Wilson, aye.
