Newkirk, Oklahoma  

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 4, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 1, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Judy Barnes, Assessor; Mary Ramey, Court Clerk; Pat Schieber, Treasurer; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff;  Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

Motion was made by Schieber and seconded by Wilson approving regular meeting minutes of November 27, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the 2007 Road Plan for District #3.  This plan will replace bridges when money is available, replace culvert pipes where needed, mow roadsides as time and funds permit, replace signs, spray corners, haul rock and shale to roads as needed and when funds are available.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table Application for Permit#07-25 to install a water line located 1905 South “S” Street crossing county road east to SW ¼ Section 22 T 27 R 1E for Beckridge, Inc., Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Trust Authority:  First Assistant District Attorney (ADA) Will Clark suggested to the Commissioners to schedule a special meeting.  Commissioner Leven arranged the special meeting for Thursday, December 7, 2007 at 8:30 a.m.

 

No action was taken on Safety Incentive Awards.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Leven to sign extension Contract from Health Professionals for medical care for inmates (90 day extension).  Undersheriff Thomas said this extension would take care of services through February 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table Interlocal Agreement between Board of Kay County Commissioners and BIA.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Chairman to sign Reimbursement for Election Board Secretary in the amount of $3,937.84.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Leven to sign Agreement between Board of County Commissioners and McKenzie-Noles Agency to have access to remote terminal capabilities with the Assessor’s Office.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Detention Services Agreement By and Between Pottawatomie County Public Safety Center and the Board of County Commissioners (FY2006/07 Contract Amendment).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Leven signature on Contract Addendum-Canadian County Juvenile Detention and Kay county

 

 

for Services at Canadian County Juvenile Detention Center (modification effective January 1, 2007).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  General Fund-County Clerk Maintenance & Operation (M & O)-$960.00 to General Government M & O; General Fund-Election Board M & O-$728.00 to General Government M & O; General Fund-Sheriff M & O-$2,328.00 to General Government M & O; General Fund-OSU Extension M & O-$944.00 to General Government M & O; General Fund-Assessor M & O-$1,472.00 to General Government

M & O.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway-$260,730.16, Dist#1-$86,876.72; Dist#2-$86,876.72; Dist#3-$86,876.72; Emergency Management Agency-$19,950.80; Sheriff’s Service Fee-$11,560.42; Sheriff’s Jail-$35,053.80; Sheriff’s Commissary-$619.23; Sheriff’s Service Fee-$455.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Resolution # 6, 7-107, Deposit to Emergency Management Agency-$6,450.80, Expenses for July-September 2006 for reimbursement of Emergency Management Assistance (CFDA #97.042).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Addendum 2004-1 to Kay County Personnel Policy Handbook:  Commissioner Leven asked ADA Will Clark to review.  County Clerk Tammy Reese suggested adding a County Safety Policy to the Personnel Policy Handbook and combining the Addendum 2004-1 to the Employee Personnel Policy Handbook.  No action was taken.

 

Unscheduled public appearances:  Citizen John Williamson thanked Commissioners Leven and Schieber and their crews for their efforts in keeping the roads open during the heavy snow period.  He also thanked Scott Pemberton, Sheriff’s Department, for donating a light bar to the River Road Fire Department.  Sheriff Van Hoesen reported daily count of 115 inmates.

 

Motion was made by Schieber and seconded by Wilson approving designated holidays for calendar year 2007 and Board of County Commissioners regular meeting dates for FY 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving equalizing personnel health benefits to each employee of $100.00.  This benefit will be applied to health coverage.  Additional dependents or if there is not any dependents then this benefit will go towards employees Nationwide Retirement Solutions (PEBSCO) account, whichever applies.  The county will also cover the increased costs on the basic health premium.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Bid Openings as follows:  Bid#2006-44 Selling Used Cars-(Sheriff) 2000 Ford Crown Victoria – no bids were submitted and will resend for bids; Six Month Bids (Bid#2007-1 through 2007-14) – Commonly Used Items – bids were opened and Tabled until next week; Bid#2007-15 Annual Pest Control was awarded to Caskey Pest Control.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
