Newkirk, Oklahoma

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 13, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 9, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member (absent); Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Mary Ramey, Court Clerk; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

Motion was made by Schieber and seconded by Leven approving minutes of November 6, 2006.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving Acknowledgement of Public Authority Responsibility Biadot and Statement of Inability to provide funds for the Ponca Nation.  These are roads in Kay County that are used by Tribal members and the general public for school routes, mail routes, routes to employment locations and recreation.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving method of payment on county phone bill as follows:  Each office phone bill will be averaged over the past 12 months.  Each office will transfer their average monthly cost times eight months to finish out the fiscal year (November 2006 through June 2007).  The following offices will transfer their averaged cost to the county general fund:  County Clerk, Assessor, Sheriff, Emergency Management, OSU Extension and Election Board.  The following offices will take their averaged cost and issue a voucher and purchase order to AT&T on a monthly basis:  District #2, Treasurer, District Attorney and Court Clerk.  Beginning July 2007 (new fiscal year) the phone bill will be reevaluated to verify costs per office.  Motion carried:  Schieber, aye; Leven, aye.

 

No action was taken on health care provider for inmates.

 

Motion was made by Schieber and seconded by Leven approving FY06/07 Juvenile Detention Services Contract Amendment.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving going out for bid on Annual Pest Control, Courthouse Detention Facility, DHS Building, effective January 1, 2007 through December 31, 2007.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving going out for bid to sell 2000 Ford Crown Victoria (as is).  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven noting the following October 2006 Monthly Report’s:  County Clerk; Election Board.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Preservation Fee-$4,760.00; County Clerk Lien Fee-$1,796.00; Visual Inspection Reimbursement-$476.93; Public Buildings Authority-$1,408.84; Highway Cash Fund-$199,552.20.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions:  Res# 6, 7-96, Public Building Authority-$1,408.84-November 2006 Rent; Res# 6, 7-97, Highway Cash Fund, BIA-$63,264.26, Dist#2; Res# 6, 7-98, Highway Cash Fund, BIA-$136,287.94, Dist#2.  Motion carried:  Schieber, aye; Leven, aye.
