The Board of County Commissioners of Kay County, Oklahoma, met in special session at 10:00 a.m., Wednesday, July 26, 2006 at the Association of County Commissioners of Oklahoma (ACCO) Building, 429 NE 50th, Oklahoma City, OK 73105.Notice of the meeting was posted for public information on July 24, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.Those present were as follows:Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Ken King, Executive Director, ACCO; Mark Smith, CPA Accountant Manager, ACCO; Denny Butler, Claims/Litigations Manager, ACCO; Randy Robinson, Transportation Engineer, ACCO; Tammy Reese, County Clerk/Secretary.

 

Discussion of Insurance/Deductible Fund:Mark Smith distributed Kay Countyís Monthly/Quarterly/Annual Reports for the years 2005-2006, 2004-2005, 2003-2004.He said for the year 2003-04 that Kay County is still paying on open claims and would need to transfer money from either 2004-05 or 2005-06 into 2003-04 year.Currently, 2003-04 deductible fund balance is $613.02; remaining balance on open claims is $15,367.00.The amount remaining due on open claims in 2004-05 is $19,438.84, but that amount could increase due to unanticipated claims.

 

Bridges/Force Account:Randy Robinson discussed recommendations on bridges rating less than 3 tons in District 2 and 3 with the commissioners.Bridge Numbers:36E0110N3240006, Dist#2; 36E0150N3220009/36E0170N3150003, Dist#3.Mr. Robinson suggested an Action Plan and measures to be taken.Robinson briefly discussed the advantages of using Force Account Projects to assist with costs.

 

Motion was made by Wilson and seconded by Schieber to adjourn (11:25 a.m.).Motion carried:Wilson, aye; Schieber, aye; Leven, aye.
