Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 25, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 18, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Pat Schieber, Treasurer; Larry Klumpp, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Schieber approving minutes of September 18, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving special meeting minutes of September 21, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Assessor Judy Barnes announced that Helen Meloy’s retirement party will be Friday, September 29, 2006 from 1-3 p.m. in the Courthouse kitchen.

 

Jail Issues:  Sheriff Van Hoesen reported the daily inmate count of 131. 

 

No action was taken on the Emergency Management vehicle. 

 

Motion was made by Schieber and seconded by Wilson approving, with recommendation by the Kay County Floodplain Management Board and Dennis Bonewell, Floodplain Administrator, the Development Permit Application Form for Proposed Development on Lands Located in a Community with Floodplain Areas.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving on Permit#07-22 giving permission to Richard North owner of SW ¼ Section 6, T26N-R1W to construct a waterway jointly with his property and the County road right-of-way, Dist#3.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Permit#07-23 installing cable television under ground drop location SW ¼ T28-26-3E to SE ¼ T29-26-3E, Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions to deposit:  Res#6, 7-66, Highway Cash Fund-Dist#1, Kay Rural Water Dist#3 (rock for parking lot at Water District Building)-$272.83; Res#6, 7-67, Highway Cash Fund-Dist#1, Circuit 8 Maintenance Account (fuel charge for August 21, 2006)-$19.68; Res#6, 7-68, Highway Cash Fund, Cable One-$100.00 (road crossing), Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
