Newkirk, Oklahoma 

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 11, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 8, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Pat Schieber, Treasurer; Larry Klumpp, OSU Extension; Floyd Harden; Jennifer Layton, Assistant District Attorney;  Carolyn Kahle, KGBN; Wayne White, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   

 

Motion was made by Wilson and seconded by Schieber approving minutes of September 5, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Rebecca Von Feldt and Mike O’Brien with Employee Benefit Professionals, LLC presented the county with comparison of benefits on health insurance providers.  Their mission is to research several insurance companies and locate the best possible coverage at a lower rate than currently paying.

 

No action was taken on renewal of contract with Health Professionals, LTD (Sheriff’s Department).

 

Motion was made by Schieber and seconded by Wilson approving interlocal agreement between Kay County and the City of Blackwell to establish the Oklahoma Risk Transfer Alternative Self-Insurance League, to be known as “OTRA”.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported 126 as his daily inmate population.

 

Motion was made by Schieber and seconded by Wilson to Table Court proceedings on

Health Department fines.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to go out for proposals on services for formation of Kay County Jail Trust Authority, funding and architectural options. Leven mentioned that he would like to have proposals in by September 21, 2006 (10 days).   Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven to appoint Dee Schieber as a member of the Circuit Engineering Division Board.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to approve ODOT 324A Claim Form for Project CR-136C (126), Dist#1.  This is an STP Project on Highland and Ranch Drive Road.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting the Monthly Reports for August 2006:  Treasurer’s Fee Report; Election Board.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting Court Clerk’s and District Courts Requisitioning Officer/Receiving Agent/Inventory Clerk.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving the following Application for Permits:  Permit#07-20, Installation of one 18 inch HDPVC flow-line to a depth of 4 feet beneath a dirt road at the intersection of “Q” Street and Earth Road, 6 miles north

 

of Hwy. 11, a trench extending diagonally across the intersection of Earth Road and “Q” Street with legal description of:  A point between the SE 1/4, SE ¼, SE ¼, SE ¼, Section 18, T28N-R1E and the NW ¼, NW ¼, NW ¼, NW ¼, Section 20, T28N-R1E, Dist#2; Permit#07-21, Installation of one 4 inch HDPVC flow line to a depth of 4 feet beneath a dirt road extending east-west between roads “Q” and “R” 6 miles north of Hwy. 11, a trench crossing a road at a point ½ miles east of “Q” Street with the legal description of:  Center of the south boundary line at Section 17, T28N-R1E, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Treasurer’s Mortgage Certification Cash Fund-$1,205.00; Visual Inspection Reimbursement Cash Fund-$1,654.92.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff Service Fund, Part-time-$2,700.00 to Personal Service.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions to deposit:  Res#6, 7-62, Diemer Construction Co.-$400.00, Road Crossing Permits (4), Dist#3; Res#6, 7-63, Scott Smith-$200.00, Installation of flow line, Permits#07-20 and #07-21, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
