Newkirk, Oklahoma 

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 21, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 18, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Laile Wilson, Member; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Pat Schieber, Treasurer; Mark Gibson, District Attorney; Carolyn Kahle, KGBN; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).   Dee Schieber, Vice-Chairman, was absent.

 

Motion was made by Wilson and seconded by Schieber approving minutes of August 14, 2006.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Chairman Leven signing Oklahoma Juvenile Claim in the amount of $1,161.52.  Motion carried:  Leven, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported there were 121 inmates in jail today.  Will Clark, Wayne Leven, and Sheriff Van Hoesen will attend hearing on the Application for Assessment of Administrative Penalty from Oklahoma State Department of Health, Monday, August 21, 2006 at 2:30 p.m. in Oklahoma City.

 

Appointment of Court Clerk:  Commissioners will hold a Special Meeting, Thursday, August 24, 2006 at 9 a.m. to interview applicants.  Chairman Leven announced applicants and they are as follows:  Marilee Bellinghausen, Pam Burkhalter, Carolyn Kahle, and Mary Ramey.  Interviewing will take place in Executive Session.

 

SB 1170 bridge money:  Donnie Head, Circuit Engineering District #8, discussed the 5 year plan with Commissioners.

 

Motion was made by Wilson and seconded by Leven to approve and sign on CED Bridge Inspection Invoice-$13,449.96, Dist#1, 26 bridges-$4,257.58; Dist#2, 22 bridges-$3,470.07; Dist#3, 36 bridges-$5,722.61.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven noting the Court Clerk’s July 2006 Monthly Reports:  Blackwell Division; Newkirk Office; Ponca City Division.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving (until bridges are rebuilt) Oklahoma Department of Transportation (ODOT) to close Bridge #79, NBI#11534 and Bridge #92, NBI#11868.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Application for Permit on Permit #07-08 to install a water line across road at Waverly and Peckham Road located SE corner of ¼ T28N-2E.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson approving Contract for Engineering Services between the Board of Commissioners and Russell Engineering, Inc.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven noting KellPro Software License and Maintenance Agreement between Kay County Sheriff and KellPro, Inc.  Motion carried:  Leven, aye; Wilson, aye.

 

 

 

 

 

Motion was made by Wilson and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Visual Inspection Reimbursement Cash Fund-$2,725.83; County Improvement Cash Fund-$3,740.00; Public Buildings Authority-Health Cash Fund-$2,630.54.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Transfer of Appropriations:  Sheriff Jail Fund, Contract-$4,000.00 to Maintenance; General Fund-Election Board, Travel-$200.00/Maintenance & Operations-$200.00 to Part-time-$400.00.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolution (Res#6, 7-44) whereas the State Election Board determined the IVS telephone voting system necessary as required in the Help America Voting Act.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolutions to deposit:  Res#6, 7-40, Highway Cash Fund, BIA-$.01, Kaw 3 Bridge Project, Dist#2; Res#6, 7-43, County Improvement Cash Fund, $3,740.00, annual One-Net License Fee.  Motion carried:  Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Leven approving Payroll with warrants to be released on August 30, 2006 (corrected from Agenda that read August 21, 2006).  Motion carried:  Leven, aye; Wilson, aye.
