Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 7, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 4, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Pat Schieber, Treasurer; Will Clark, Assistant District Attorney; Wayne White, Newkirk Herald Journal; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of July 31, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Special meeting minutes of August 1, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Sheriff Van Hoesen reported the inmate daily population (124 inmates).  He said progress was being made on repairing windows and door locks, and noted he has hired nine jailers.

 

Motion was made by Schieber and seconded by Wilson approving Chairman Leven to sign the following Addendums:  Community Sentencing Service Contract between Department of Corrections & Service Provider and Kay County; Community Sentencing Service Contract between Department of Corrections & Restrictive Housing Jail Government Providers and Kay County.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on the Emergency Management vehicle.

 

Mr. John Martin, Executive Director of the Okmulgee County Jail, spoke on how to form a jail operated by a public trust pursuant to the provisions to Title 60, Oklahoma Statutes 1991, Section 176. 

 

Motion was made by Wilson and seconded by Schieber approving Chairman Leven to sign reimbursement for Election Board Salary for the month of July 2006 in the amount of $3,937.84.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table taking action on payphone service on payphone located on 1st floor in courthouse.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving County Treasurer 2006 Year End Reports.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Application for Permit of 1” diameter water line running 300’ in length on south side of Nash Street to service new home located on part of NE4 34-27-1W submitted by Larry Jones (contractor).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving on the following Cash Fund Estimates of Needs and Request for Appropriations:  Highway Cash Fund-$306,357.33; Highway Cash Fund-$16,272.50; Highway Cash Fund-$68,716.25; CSSP Cash Fund-$171.50; Treasurer’s Mortgage Certification Cash Fund-$820.00; County Clerk Lien Fee Cash Fund-$1,432.00; Preservation Fee Cash Fund-$4,885.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

 

 

 

Motion was made by Wilson and seconded by Schieber approving on the following Resolutions to dispose of equipment:  Res#6,7-32, Assessor’s Office, Battery Back-up, Ser#JB0415072470, County#H-205-49, junked; Res#6,7-33, Assessor’s Office, Battery Back-up, Ser#JB0306049451, County#H-205-40, junked.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions for deposit:  Res#6,7-30, Highway Cash Fund, K&R Builders, Inc.-$44.70, reimbursement on overpayment Autwine Bridge Project, Dist#1; Res#6,7-31, Highway Cash Fund, BIA-$84,988.74, Kaw 3 Bridge Project, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

County Officer’s/Commissioners Comments:  Glenda Emerson, Court Clerk, submitted to the Board her formal notice stating that she will retire from her elected position, effective September 1, 2006.  Ms. Emerson has been the Kay County Court Clerk for the past 22 years.  Her service to this county will be missed.
