Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 24, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 21, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Pat Schieber, Treasurer;  Mark Gibson, District Attorney; Wayne White, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Schieber and seconded by Leven approving minutes of July 17, 2006.  Motion carried:  Schieber, aye; Leven, aye.

 

No action was taken on Road Name request by Tom Cannon in Dist#1.

 

Jail Issues:  Maintenance issues, Pre-release program and jailer training were a few of the topics discussed.  Sheriff Van Hoesen gave the Board a report on the jail count stating there were 136 inmates as of July 24, 2006 and the monthly average was 130.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Leven to sign documentation concerning vacating Protective Order Kay County Case No. C-87-308 after it is completed by Will Clark, Assistant District Attorney.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber Tabling action on what account to deposit money from Corps of Engineers-Kaw Lake Security.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting the following June 2006 Monthly Reports – Court Clerk’s office:  Blackwell Division; Ponca City Division; Newkirk Office.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Application for Permit Line Installation on County Right-of-Way, Permit #07-03, location SE Corner Section 11, T27N R1E to SW Corner Section 12 T27 R1E, Dist#3.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions for deposit:  Res#6, 7-19, Highway Cash Fund, Henry A. Leake III for Triad Energy-$100.00, Application for Line Permit, Dist#3; Res#6, 7-20, Emergency Management Agency Cash Fund, County of Kay-$13,500.00 Temporary Appropriations FY 06/07.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Emergency Management Agency Cash Fund-$13,500.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson Tabling Bid#2006-42 Janitorial Services.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber accepting bid from Frontier Equipment Sales, LLC on Bid#2006-43 Lease Purchase-Caterpillar Motor Grader, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

County Officer’s/Commissioners Comments:  Special meeting to be held Wednesday, July 26, 2006 at ACCO in Oklahoma City to discuss insurance and bridges.
