Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 17, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 14, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; (Laile Wilson, Member, was absent); Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Will Clark, Assistant District Attorney (ADA); Wayne White, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of July 10, 2006 and Special Meeting minutes of July 13, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Unscheduled public appearances:  Al Enderad, a retired jail employee, and Allen Schiffner, former jail administrator, gave their opinions on how to fix some of the jail problems.

 

No action was taken on Road Name request by Tom Cannon in Dist#1.

 

Jail Issues:  Sheriff Van Hoesen presented Commissioners Average Daily Population for the month of July 2006, and two inspection reports from State Fire Marshall and Pioneer Fire and Safety.

 

Motion was made by Schieber and seconded by Leven to go out for a telephone quote to update Courthouse wheelchair access door.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven authorizing Chairman Leven to sign Installations Unlimited Credit Application for a Business Account (Election Board-cell phones for precincts for the vision impaired).  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving County Judgment Funds for fiscal year 2005-06 in the amount of $0.56 (back tax collections the general ledger has accumulated in the County Judgment Fund to be transferred to Banc First, Blackwell, to the County Cash Improvement account).  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving Resolution No. 6, 7-21/Claim for Bridge No. 36N3360E0100009 CN 246, Dist#2.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven noting Requisitioning Officer/Receiving Agent/Inventory Clerk for Kay County District Attorney and the County Sheriff Department.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven noting June 2006 Monthly Report for the Public Health Department.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven noting KellPro Software License and Maintenance Agreement.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving on Detention Services Agreement by and between Sac and Fax Nation and the Board of Kay County Commissioners. Motion carried:  Schieber, aye; Leven, aye.

 

 

 

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions to deposit:  Res#6, 7-16, Highway Cash Fund, BIA-$414,085.01, H3101-68 Lake Road Project, Dist#1; Res#6, 7-18, State of Oklahoma-DHS-$1,408.84, July 2006 Rent DHS Building-Newkirk.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Visual Inspection Reimbursement Cash Fund-$668.34; Public Buildings Authority-Health Cash Fund-$2,548.67; Public Buildings Authority Cash Fund-$1,408.84.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving sending one county custodian to the OSU/AFSA Fire Sprinkler Inspection, Training and Certification Course in Stillwater to be held July 27-29, 2006, cost $875.00.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving Payroll with warrants to be released on July 28, 2006.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven to approve Blanket Purchase Orders.  Motion carried:  Schieber, aye; Leven, aye.
