Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 10, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 7, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Judy Barnes, Assessor; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Jennifer Layton, Assistant District Attorney (ADA); Charles Abbott, Blackwell Journal Tribune; Wayne White, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of July 3, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Unscheduled public appearances:  Don Garrett offered his opinion on the jail situation.  Anthony Street, Chairman of the Tonkawa Tribe, said the tribe would like to contribute and help with jail situations.

 

Jail Issues/National Institute of Corrections, Consultants Billy Wassom and Robert Aguirre:  Mr. Wassom and Mr. Aguirre are contracted consultants for the National Institute of Corrections here to evaluate and give a detailed assessment of jail and justice system.  Both consultants told their previous work history and stated they have evaluated in 36 states and 150 jails.

 

No action was taken on Courthouse wheelchair access door.

 

No action taken on Installations Unlimited Credit Application for a Business Account (Election Board-cell phones for precincts).

 

Motion was made by Wilson and seconded by Schieber to go out for bid for cleaning service for DHS building located in Newkirk (effective August 1, 2006).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to go out for bid with trade-in for motor grader, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson accepting the low bid on Election Ballots and Road Rock and the high bid on Selling of Weapons:  Bid#2006-40-Election Ballots for FY2006-07; Bid#2006-31-Road Rock; Bid#2006-41-Selling of Weapons.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber noting the following monthly reports for June 2006:  Treasurer’s Office; County Clerk; Election Board; Sheriff’s Department.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Resolution (Res#6, 7-17)/Claim for Bridge No. 58, Dist#1.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Financial Statement Resale Property Fund, June 30, 2006, (date change-Agenda read June 15, 2006) Treasurer.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting Requisitioning Officer/Receiving Agent/Inventory Clerk for Kay County Drug Court.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

 

 

Motion was made by Wilson and seconded by Schieber approving the following Resolution to deposit:  Res#6, 7-14, Highway Cash Fund, Road Crossing Permits, $200.00, Dist#3.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Application for Permit Line Installation on County Right-of-Way, Permit #07-02, for a SW line located from SW ¼ 14-25N-2W to SE ¼ 15-25N-2W.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Treasurer’s Mortgage Certification Cash Fund-$1,015.00; Preservation Fee Cash Fund-$5,175.00; County Clerk Lien Fee Cash Fund-$1,145.25.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

County Officer’s/Commissioners Comments:  Larry Klumpp, OSU Extension, formally thanked the Commissioners for their continued efforts regarding the jail situation.
