Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, July 3, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 30, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Judy Barnes, Assessor; Larry Klumpp, OSU Extension; Everette Van Hoesen, Sheriff; Will Clark, Assistant District Attorney (ADA); Wayne White, Newkirk Herald; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of June 26, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson giving permission to Gary Bilger, representing the Kay County War Memorial committee, to start work on the War Memorial located in front of the Courthouse.  Mr. Bilger said two monuments would be added to the site along with contribution stones.  Bilger said he hopes the project will be completed by Veteran’s Day.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Buddy Thomas, Undersheriff, reported the jails newest problem as being a sewage backup.  Thomas also asked who is to pay for the problems if the Sheriff’s Department is out of money.  Will Clark, ADA, told the Sheriff he is to take charge and take care of problems, if he needs money the Commissioners will have to approve.  Clark told the Sheriff that he should take care of mattresses, drain covers, and electrical problems as soon as possible. 

 

Motion was made by Schieber and seconded by Wilson approving Chairman Leven’s signature on the Reimbursement for Election Board Secretary for June 2006 in the amount of $3,937.84.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Chairman Leven’s signature on Contract between Kay County Health Department and Anco Services, Inc.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Memorandum of Agreement between Kay County Health Department and the Ponca City Public School District.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following items from ACCO: Proposal on Intent to Participate in ACCO-SIG (Property/Liability) 2006-07 Payment Options; Intent to Participate in ACCO-SIG and Deductible Declaration Document 2006-07 Deductible Options; Resolution to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Group.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to accept recommendation on Board of Heath Appointment from the Kay County Health Department appointing Dr. Jeff E. Northcutt.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber noting Kay County Health Department’s Requisitioning Officer/Receiving Agent/Inventory Clerks for accounts for FY2006-07.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Contract and Claim from Brawley:  County Bridge and Road Improvement Fund Engineering Contract Supplemental and Modification Agreement for Geotechnical Investigation – State Project Number BRF-136C(113)CO, State Job/Piece Number 22817(04),$5,792.50; Claim Form 324A-Geotechnical Fees:  BRF-136C(113)CO J/P 22817(04) Bridge and

 

approaches over Chikaskia River 0.5 miles west and 2.3 miles south of I-35/US-177, 36n3170e0070003-NBI No. 15103- cn 185, Dist#3-$5,792.50.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on Installations Unlimited Credit Application for a Business Account (Election Board-cell phones for precincts).

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman Leven’s signature on CompSource Oklahoma Contractor Notice and Agreement and noting that each individual office will be responsible for completing Certificate of Non-Coverage and Affidavit of Independent Contractor Status form.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving payment out of the County General Fund on County Officer and Deputies Association Annual Membership Dues in the amount of $627.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting Requisitioning Officer/Receiving Agent/Inventory Clerk on accounts for FY 2006-07 and FY2005-06 (updated) for the Court Clerk’s office and accounts for FY2006-07 for County District Court.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Sheriff’s Commissary Cash Fund-$643.44; Sheriff’s Jail Cash Fund-$24,508.22; Sheriff’s Service Fee Cash Fund-$10,650.12; Child Abuse Prevention Cash Fund-$400.20; Highway Cash Fund-$289,241.45 to D#1-$108,149.71; D#2-$90,595.87; D#3-$90,395.87.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

Motion was made by Schieber and seconded by Wilson approving the following Resolutions for the Fiscal Year 2006-07:  Res#6, 7-1, designating Tonkawa News as the legal newspaper for publishing all legal notices and publications of Kay Co.; Res#6, 7-2 , renewing all Lease-Purchase Agreements for the period of one year; Res#6, 7-3, funds for payment for Workers’ Compensation premiums; Res#6, 7-4, funds for payment for Tort Liability and Automobile Insurance premiums; Res#6, 7-5, refunds for insurance premiums; Res#6, 7-6, payment for Court Funds salaries; Res#6, 7-7, payment for Janitorial Maintenance at the Ponca City Court Clerk’s office; Res#6, 7-8, payment for overtime salaries of Election Board personnel; Res#6, 7-9, payments relating to reimbursements for safe room installation; Res#6, 7-10, reimbursement payments for

Motion was made by Schieber and seconded by Wilson noting Sheriff’s Monthly Reports January through May 2006 to feed prisoners.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

County Officer’s/Commissioners Comments:  County Clerk mentioned two complaints had been reported (1) wheelchair access door needs button to press to open, otherwise, it is too hard for a person in wheelchair to push door open while going in or out (2) parking at courthouse – SUV/trucks parking.
