Newkirk, Oklahoma 

 

The Board of County Commissioners of Kay County, Oklahoma, met in special session at 11:15 a.m., Wednesday, June 21, 2006 in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 19, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order. Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Pat Schieber, Treasurer; Larry Klumpp, OSU Extension Office; Chris Gillespie, Sweeper Metal Fabricators Corp.; Assistant District Attorney’s Will Clark and Jennifer Layton; District Judge, D. W. Boyd; Tammy Reese, County Clerk/Secretary.   

 

The Commissioners addressed several County Jail Issues but no action was taken.  The following jail issues were discussed:

 

 First topic of discussion was the fire alarm system which the Sheriff reported that it sends off false warnings and needs replaced.

 

Sheriff said 30-40 prisoners need to be sent to other counties in order to get numbers down in the jail.  He said we have 148 prisoners and need to get the count down to 108.  Judge Boyd said he hopes his new pre-trail release program will give Sheriff some relief.

Boyd hopes to have that program in place by the first of July.  Sheriff said he could not wait for this to happen and feels he needs to go forward with moving prisoners.

 

Chris Gillespie with Sweeper Metal Fabricators Corp. discussed in great detail different options on repairing and/or replacing locks and doors in the jail and presented Commissioners with four different quotes.  

 

Commissioner Leven said he didn’t have any employees that were willing to transfer and work in the jail.  He also reminded the Sheriff that he was given more money in his budget to hire the number of jailers he needs along with an increase in salary.  Leven mentioned that he thought there might be other reasons jailers were leaving besides the fact that they were afraid.

 

Motion was made by Schieber and seconded by Wilson to adjourn (1:15 p.m.).   Motion carried:  Wilson, aye; Schieber, aye; Leven, aye.
