Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, May 30, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 26, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Judy Barnes, Assessor; Larry Klumpp, OSU Extension; Carol Kellum, Election Board Secretary; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving Special Minutes of May 19, 2006 and Regular Minutes of May 22, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Chairman Leven to sign Oklahoma Juvenile Affairs claim in the amount of $2,413.57.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to declare surplus, upon recommendation of Scott Pemberton Sheriff’s Department, of three weapons (1) Springfield 30-40 Krag, Model 1894 Serial #10966 (2) Springfield 30-40 Krag, Model 1894 Serial #3908 (3) Springfield 30-40 Krag, Model 1896 Serial #95995, Res#5, 6-219.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Installation Permit to allow wetland dike to be built in the Wild Life Jurisdiction (Kaw Nation) Permit#06-12. Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Contract-Eastern Oklahoma Youth Services & Kay County for Services at Woodward County Regional Juvenile Detention Center.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Contract-Eastern Oklahoma Youth Services & Kay County for Services at Pittsburg County Regional Juvenile Detention Center.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Contract-Canadian County Juvenile Detention & Kay County for Services at Canadian County Juvenile Detention Center.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Renewal of Cooperative Agreement between U.S. Dept. of Agriculture APHIS – Wildlife Services Oklahoma Department of Agriculture, Food & Forestry and Kay County to supplement the wildlife damage control travel & field expenses of the Wildlife Services Specialists for period from July 1, 2006June 30, 2007.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting Order Declaring Surplus Property Court Clerk’s office (itemized list attached).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

Motion was made by Schieber and seconded by Wilson approving the following Road crossing permits:  CEJA Corporation Application for Permit to install on County Right-of-Way to install 4” PVC low pressure gas pipeline along the north fence line of Fountain Road beg. just west of Hwy 156; thence west on the south boundary line of Sec. 10-11-12 and ending at the centerline of Sec. 10, all in T25N-R1E, Permit#06-13; Range Resources Application for Permit for Saltwater Line from SW4 34-25-1W to NE4 3-24-1W, Dist#3, Permit#06-14.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Resolutions:  Disposing of Equipment, Assessor’s Office, Canon Copier, Serial#NQJ02871, County#H-231-11 (Res#5,6-213); Disposing of Equipment, Assessor’s Office, 12”x18” Sketch Pad – Digitizer Pad, County#H-205-04 (Res#5,6-216).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Emergency Management Agency Cash Fund, State of Oklahoma, ODECM-$4,031.75, Expenses for January-March 2006, 2nd quarter FFY2006 to Personal Services.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Transfer of Appropriations:  General Fund, Maintenance-Assessor-$6,330.51 to Capital Outlay-Assessor.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting the Requisitioning Officer/Receiving Agent/Inventory Clerk in the following:  Kay County Sheriff, Sheriff’s Commissary Fund, Kay County Service Fee Fund, Sheriff’s Jail Fund and Kay County Training Fund.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on the Increase in Employer Retirement Contribution Rates (gathering additional information).

 

No action was taken on the following items pertaining to ACCO Insurance Program:  Proposal for Kay County prepared by ACCO-Intent to Participate in ACCO-SIF (Worker’s Compensation) Payment Options; Resolution to Execute the Agreement Establishing the Association of County Commissioners of Oklahoma Self-Insurance Fund (Workers’ Compensation Program); Request for Consultation 06-07 Insurance Quotes.

 

Motion was made by Schieber and seconded by Wilson approving going out for bid for Medical Supplies and Janitorial Services for Kay County Health Department for Fiscal Year 06/07.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

The Board advised Election Board Secretary Carol Kellum to make certain she has computer and printer problems resolved before going out for bid to purchase equipment.

 

The Sheriff and Undersheriff told Commissioners that Todd Robinson has not been to the jail to replace the windows.  Sheriff said they are having trouble keeping employees; employees are afraid because the doors are not secure.  He also noted that they have 129 prisoners at the time.

 

Commissioner Schieber reported that Lake Road was opened on May 26, 2006.
