Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 22, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 19, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Pat Schieber, Treasurer; Judy Barnes, Assessor; Larry Klumpp, OSU Extension; Carol Kellum, Election Board Secretary; Will Clark, Assistant District Attorney; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of May 15, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the County Five Year Road Plan for the use of County Bridge and Road Improvement Funds, Federal Bridge Replacement Funds and Surface Transportation Program Funds as required by the Oklahoma Department of Transportation (Res#5, 6-212).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to approve Programming Resolutions for Bridge 58, CB Force Account Bridge Replacement Project, 2.0 miles south and 0.9 miles west of Newkirk-CN-58-NBI21174-e11n333.1, Dist#1 and Bridge 246, CB Force Account Bridge Replacement Project, 2.0 miles east and 1.9 miles south of Newkirk-CN-246-NBI00824-n336e10.9, Dist#2.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve the following Resolutions: Res#5, 6-203, Deposit to the Child Abuse Prevention Cash Fund, Court Unappropriated Trust Fund-$66.70, Jury Donations.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to approve the following Resolutions: Res#5, 6-207, Disposing of Equipment, Kay County Extension, Miscellaneous Equipment, Surplus to be sold at County Auction (itemized list is attached to Resolution); Res#5, 6-208, Disposing of Equipment, Assessor’s Office, Miscellaneous Equipment, Surplus to be sold at County Auction (itemized list is attached to Resolution); Res#5, 6-209, Disposing of Equipment, County Clerk’s Office, Miscellaneous Equipment, Surplus to be sold at County Auction (itemized list is attached to Resolution).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve the following Applications for Permit Line Installation on County Right-of-Ways, Dist#3:  Section 6 27N 1W Permit#06-7, Installation of Rural Water Line for Home, located W ½ of NW ¼ Section 9 T27N-R1E line crosses road approximately 120 feet past intersection, Adobe Rd & “R” Street to SW ¼ Section 4 T27N R1E; Permit#06-8, Installation of Gas Pipeline, located from NW ¼ Section 20 27N 1W into NE ¼ Section 19 27N 1W; Permit#06-9, Installation of Gas Pipeline, located from NW ¼ Section 6 27N 1W into SW ¼ Section 31 28N 1W; Permit#06-10, Installation of Gas Pipeline, located from NW ¼ Section 7 27N 1W into SW ¼; Permit#06-11, Installation of Gas Pipeline, located from NW ¼ Section 18 27N 1W into SW ¼ Section 7 27N 1W.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson authorizing Chairman to sign Agreement between the Kay County Health Department and Four Seasons Lawn Care.  The purpose of the agreement is to provide lawn care services for the facility located at 1706 South Main, Blackwell, OK.  Contract effective April 27, 2006 and will terminate on October 31, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

 

Motion was made by Wilson and seconded by Schieber to approve Contract- Western Plains Youth & Family Services, Inc. Kay County for Services at Beckham County Regional Juvenile Detention Center.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to approve FY 2006/07 Contract between Kay County and Oklahoma Juvenile Justice Services, Inc., operating the Garfield Regional Juvenile Detention Center. Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber noting Court Clerk’s April 2006 Monthly Reports for Blackwell, Ponca City and Newkirk offices.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  Highway Cash Fund, Dist#1, Kaw Tribe Project-$22.81, Ponca Tribe Bridge #154-$40.38, White Eagle Project-$759.54, CR-136C Project-$0.99, Old River Bridge Project-$6,209.89, STP136C(58) Project-$787.50 Totaling-$7,821.11 to Maintenance & Operations; Highway Fund, Dist#3, Maintenance-$155.82 to Personal Service; Sheriff General Fund, Personal Service-$4,000.00, Travel-$3,222.58 Totaling-$7,222.58 to Maintenance.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Cash Fund, BIA-$330.00 to Autwine Bridge Project FY2004-05; Child Abuse Prevention Cash Fund, Jury Service Donations-$66.70 to Maintenance & Operations.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on County Auction of Surplus Equipment.  Discussion was made that an ad be placed in local newspapers to advertise for future auction.
