Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 8, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 5, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Pat Schieber, Treasurer; Judy Barnes, Assessor; Everette Van Hoesen, Sheriff, Buddy Thomas, Undersheriff; Scott Pemberton, Deputy Sheriff; Carol Kellum, Election Board Secretary; Glenda Emerson, Court Clerk; Larry Klumpp and Chad Otto, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes (with corrections-see minutes) of May 1, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the Renewal Contract for Alternatives to Detention.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to have County Auction of Surplus Equipment on June 17, 2006 at 9:00 a.m.  List of Surplus Equipment needs to be turned in to the County Clerk’s office by May 22, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to accept Brawley Engineering’s Proposal on STP Project 136D (117) CO on Hubbard Rd., Waverly, and Highland Rd.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to make correction on Commissioner’s minutes of April 24, 2006 where Bridge Project #B0705024 price was incorrectly put in the minutes.  K&R Builders, Inc. bid price for Bridge Project#B0705024 should have read $467,029.35 (instead minutes read total of three bridge projects).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber noting Sheriff’s Commissary 2005 Annual Report.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson noting the following Monthly Reports for April 2006:  Kay County Clerk; Public Health-Kay County; Kay County Election Board; Kay County Treasurer.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions:  Res#5, 6-197, Deposit to the CSSP Cash Fund, State of Oklahoma-Department of Corrections-$169.50, Community Service Sentencing Program (CSSP) February 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving the following Cash Fund Estimate of Needs and Request for Appropriation:  CSSP Cash Fund, Reimbursement February 2006 CSSP Services State of Oklahoma-Department of Correctons-$169.50 to Contractual Services; County Clerk Lien Fee Cash Fund, Lien Notices/Exhibits & Copy collections April 2006-$979.00 to Maintenance; Preservation Fee Cash Fund, April 2006 Collections-$4,440.00 to Personal Services-$2,220.00/Maintenance-$2.220.00; Treasurer’s Mortgage Certification Cash Fund, Mtg. Motion was made by Schieber and seconded by Wilson approving the following Transfer of Appropriations:  General Fund, Personal Services-County Clerk-$158.88 to Travel-County Clerk - $153.88/Personal Services-Data Processing-$5.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Information was given to commissioners regarding a three day training program in Norman, OK during the month of August on Architects in Partnership with the National Institute of Corrections (NIC) working together to host a “New Jail Design.”  Chairman Leven stated that he would fax a letter to Don Garrison, State Jail Inspector, informing Mr. Garrison on what steps the county is taking toward improving some of the jail problems.  Sheriff Van Hoesen reported to commissioners that currently there are 125 prisoners.  Undersheriff Thomas said the Sheriff’s Department would be receiving $22,000.00 in medical reimbursements and that money would go toward paying off some of the medical bills.
