Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 1, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 28, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Will Clark, Assistant District Attorney; Judy Barnes, Assessor; Everette Van Hoesen, Sheriff, Buddy Thomas, Undersheriff; Scott Pemberton, Deputy Sheriff; Larry Klumpp and Chad Otto, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of April 24, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table Renewal Contract for Alternatives to Detention.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table taking action on County Auction of Surplus Equipment.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table Proposals from Brawley Engineering and BKL Inc. on STP Project 136D (117) CO on Hubbard Rd., Waverly, and Highland Rd.   Todd Brawley presented Commissioners a Location Map and Preliminary Estimates on CR Project and STP Project 136D(117)CO.   Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to go for bid on Round Up Pro or Equivalent Generic and Outrider Herbicide.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to accept bid on Commissioner’s Sale of Property for the following property:  Legal Description, 411 S. Lincoln Lot 008 Block 011 Westside-Ponca City, PC Westside Addition Lots 8-9 Block 11 in the amount of $50.00 to New Hope Christian Fellowship in Ponca City.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving Agreement whereas the office of the Kay County Assessor has records computerized and accessible – Agreement between Board of County Commissioners of Kay County and Jrowe Real Estate.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on Increase in Employer Retirement Contribution Rates.

 

Motion was made by Schieber and seconded by Wilson noting Requisitioning Officer/Receiving Agent/Inventory Clerk(s) for the Court Clerks office in Personal Services and Travel Accounts.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber authorizing Chairman Leven to sign Reimbursement for Election Board Secretary Salary for the month of April 2006 in the amount of $3,937.84.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving the following Resolutions:  Res#5, 6-190 Deposit to Highway Cash Fund, Diemer Construction Co.-$100.00-Road Crossing Permit#06-5-Marjo Operating Co.-Flow Line from NW4 23-25-2W to NE4 24-25-2W, Dist#3.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

Motion was made by Wilson and seconded by Schieber approving the following Applications for Permit Line Installation on County Right-of-Way:  Permit#06-4, Grant permit for the installation of Rural Water Line location-NE ¼ Section 6-26N-1W SE ¼ Section 31-26N-1W; Permit#06-5, Grant permit for the installation of Flow Line location-from NW 23-25N-2W to NE 24-25N-2W.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
