Newkirk, OKlahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, March 27, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on March 24, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Will Clark, Assistant District Attorney, Judy Barnes, Assessor, Everette Van Hoesen, Sheriff, Buddy Thomas, Undersheriff; Scott Pemberton, Deputy Sheriff; Carol Kellum, Election Board Secretary, Larry Klumpp and Chad Otto, OSU Extension; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Wilson and seconded by Schieber approving minutes of March 20, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to recess regular meeting (9:10 a.m.) and enter into Kay Home Finance Authority meeting.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to reconvene back into regular meeting (9:20 a.m.).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to Table action on Sheriff’s vehicles (wrecked).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to enter NASCCO” Safety Incentive Awards Competition.  This incentive is offered for each county in the state as a competition to reduce worker’s compensation injuries.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on Grant to construct a 140’ x 12.9’ standpipe, 45,000 LF waterline, allowing new users to both systems and providing increased volume for better fire protection.

 

Motion was made by Schieber and seconded by Wilson to approve on Warranty Deed between Board of County Commissioners and Donna Broyles on Lots 25 and 26, Block 29, Original Town now City of Newkirk, Kay County, State of Oklahoma.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve Agreement of Removal of County Property from the Masonic Building, Lots 25 and 26, Block 29, Newkirk, OK.  (County has 30 days from date of Agreement to remove any and all property).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to sign Agreement whereas the office of the Kay County Assessor has records computerized and accessible – Agreement between Board of County Commissioners of Kay County, and First National Bank of Oklahoma.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve the following Resolution:  Res#5, 6-142, Emergency Management Agency Cash Fund, State of Oklahoma, ODCEM-$25.00, Administration Fees Safe Room Reimbursement Tommy Day.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to approve the following Cash Fund Estimate of Needs and Request for Appropriation:  Emergency Management Agency Cash Fund, State of Oklahoma, ODCEM-$25.00, Administration Fees Safe Room Reimbursement Tommy Day-$25.00 to Safe Room Reimbursements; Highway Cash Fund, Apportionment from State-March 2006-$256,493.82 to Dist#1-$87,196.96;

 

 

Dist#2-$84,548.43; Dist#3-$84,748.43.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to approve the following Transfer of Appropriations:  Commissary Fund, Sheriff’s Department, Equipment-$732.65/Capital Outlay-$3,447.33 Totalling-$4,179.98 to Maintenance.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Jail Issues:  Locking mechanism on jail doors is still a major concern of the Sheriff as is the overcrowding issue.  Assistant District Attorney Will Clark stated that a letter to the National Corrections Institute would be mailed today requesting technical assistance regarding the Kay County Jail located in Newkirk, Oklahoma.

 

Motion was made by Wilson and seconded by Schieber to Table action on The Employee Personnel Policy Handbook.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

County Officer’s Comments:  Judy Barnes-Assessor, mentioned she had spoken with Annette O’Conner, Health Department to see if they would come next fall to Courthouse to give flu shots.  Glenda Emerson, Court Clerk expressed her storage concern.

 

Motion was made by Schieber and seconded by Wilson to accept the following Bid: Bid#2006-19 Selling Used Cars, Sheriff’s Department to Gene’s Cab in the amount of $2,710.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to accept the following Bid:   Bid#2006-20 Motor Grader, District#3 to Northern Equipment in the amount of $36,118.00 with delivery in May 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Commissioner Dee Schieber left the Commissioners Meeting at 10:15 a.m.
