Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, February 27, 2006, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on February 24, 2006, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Leven called the meeting to order.  Those present were as follows: Wayne Leven, Chairman; Dee Schieber, Vice-Chairman; Laile Wilson, Member; Will Clark, Assistant District Attorney; Pat Schieber, Treasurer; Everette Van Hoesen, Sheriff; Judy Barnes, Assessor; Scott Pemberton, Larry Klumpp, OSU Extension Office; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese Kay County Clerk/Secretary (see sign in sheet).

 

Motion was made by Schieber and seconded by Wilson approving minutes of February 21, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber approving to rescind previous Bid#2006-18 Selling of Sheriff’s Car.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving going out for bid to sell Sheriff’s car.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson approving Commissioner’s Sale of Property for the following three properties to Edward & Carol Dixey for $40.00 on each parcel:  South 38’ of N/2 Outlot B, Bungalow Heights Addition to Ponca City; South 38’ Lot 1 and South 28’ Lot 2, Block 2, Eastside Addition to Ponca City; S/2 Outlot B, Bungalow Heights Addition to Ponca City.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Wilson to Table taking action on the following Bid:  Bid #2006-15 Sale of County Real Property Masonic Building-Lots 25 & 26, Block 39, Original Town Newkirk, County of Kay, State of Oklahoma.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Wilson and seconded by Schieber to Table taking action on Grant to construct a 140’ x 12.9’ standpipe, 45,000 LF waterline, allowing new users to both systems and providing increased volume for better fire protection.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

Motion was made by Wilson and seconded by Schieber to approve the following Cash Fund Estimate of Needs & Request for Appropriation: Highway Cash Fund-$1,408,541.76, BIA to Old River Bridge Project; Highway Cash Fund-$268,747.22, February Appropriation from State ($261,242.22); City of Tonkawa, share of engineering

 

expenses for BIA  Resurfacing Project ($7500.00) & Larry Davis, sale of metal tool box ($5.00); District#1-$87,080.74, District#2-$87,080.74 & District#3-$94,585.74 to various Highway accounts; Public Buildings Authority-Health Cash Fund-$2,545.69, January 06 Interest to Health Land Purchase.  Motion carried:  Schieber, aye Leven, aye; Wilson, aye.

 

The Board of County Commissioners, the Elected Officials and Assistant District Attorney Will Clark reviewed the Employee Personnel Policy Handbook-Kay County 2003.
