Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, December 27, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 23, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows:  Wayne Leven, Vice-Chairman; Dee Schieber, Member; Pat Schieber, County Treasurer; Everette Van Hoesen, Judy Barnes, Assessor; Sheriff; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Schieber and seconded by Leven approving minutes of December 19, 2005 and Special Meeting minutes of December 21, 2005.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Public comments were made by Donna Broyles; subject-Rippit Quilt Shoppe Building.

 

Motion was made by Schieber and seconded by Wilson appointing Commissioner Leven as Chairman for the Board of County Commissioners FY2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Wilson appointing Commissioner Schieber as Vice-Chairman for the Board of County Commissioners FY2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

No action was taken on permit to lay a salt water line, Dist#2.

 

Motion was made by Leven and seconded by Schieber declaring surplus on two belly dump trailers to be sold in the county auction held in Elk City.  Motion carried:  Schieber, aye; Leven, aye.  Wilson, aye.

 

Motion was made by Leven and seconded by Schieber to authorize the Chairman to sign Contract between the Kay County Health Department and Becky Wolfe (to provide Directly Observed Therapy and related services to tuberculosis patients).  Contract period beginning December 2, 2005 and terminating on June 30, 2006 (upon approval of Assistant District Attorney, Will Clark).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber to sign Contract for Labor for custodian maintenance for the satellite location of the District Court in Ponca City.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  CSSP Cash Fund, October 2005 Reimbursement-$149.00 to Contractual Services.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber approving the following Transfer of Appropriation:  General Fund-Maintenance & Operation District Court-$21,000.00 to Maintenance & Operations-General Government.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to approve the following Resolution:  Res#5, 6-100, Deposit to the CSSP Cash Fund, State of Oklahoma-Department of Corrections-$149.00.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

 

 

 

Motion was made by Schieber and seconded by Leven noting Mileage Reimbursement rate set forth by the State Travel Reimbursement Act at 74 O.S. 2001, § 500.4, effective January 1, 2006 through December 31, 2006 at 44.5 cents per mile.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber to send a typed letter to our respective state lawmakers stating that Kay County Officials strongly oppose “Home Rule” for Oklahomans.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to approve Blanket Purchase Orders.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
