Newkirk, Oklahoma

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, November 21, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on November 18, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Vice-Chairman Wayne Leven called the meeting to order.  Those present were as follows: Dee Schieber, Member; Will Clark, Assistant District Attorney; Everette Van Hoesen, County Sheriff; Judy Barnes, County Assessor; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Schieber and seconded by Leven approving minutes of November 14, 2005.  Motion carried:  Schieber, aye; Leven, aye.

 

Dennis Perkins presented the Commissioners with Center Point Energy Public Liaison Annual Emergency Plan.

 

Motion was made by Schieber and seconded by Leven noting the following October 2005 Monthly Reports for the Court Clerk’s office:  Blackwell Division, Newkirk, Division, Ponca City Division.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving Road Crossing Permit-Range Resources, Permit #05-25:  NW4 34-25-1W to SW4 27-25-1W (District#3).  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriation:  Highway Cash Fund - $16,760.00 to Ponca Tribe Project FY 05/06; Highway Cash Fund - $119,236.96 to Autwine Bridge Project FY 04/05.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolution:  Res#5, 6-89, Disposing of Equipment, Sheriff’s Department, 45 Caliber Thompson Auto Ordinance Rifle.  Motion carried:  Schieber, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions:  Res#5,6-87, Deposit to Highway Cash Fund, City of Blackwell-$23,784.83, Ferguson Resurfacing (20%), Dist#3; Res#5, 6-88, Deposit to Highway Cash Fund, BIA-$16,760.00, Ponca Tribe Casino Project, Dist#1; Res#5, 6-90, Deposit to Highway Cash Fund, BIA-$119,236.96, Autwine Bridge Project, Dist#1 ($119,192.26 principal/$44.70 interest).  Motion carried:  Schieber, aye; Leven, aye.
