Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 17, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 14, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Wayne Leven, Vice-Chairman; Dee Schieber, Member; Kay County Assistant District Attorney, Will Clark; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Leven and seconded by Schieber approving minutes of October 10, 2005, subsequent to adding to Public Comments Topic E911.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven approving special meeting minutes of October 12, 2005.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to table taking action on adoption of the National Incident Management System.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber approving assigning personnel from District #2 to be authorized requisitioning (Wayne Leven/Jeff Randol), receiving (Peggy Ennis/Grant Lawrence) and inventory ( Peggy Ennis/Grant Lawrence) officers for accounts H3102-10, H3102-12, H3102-20, H3102-35, H3102-40, H3102-41, H3102-54, H3102-66, H3102-67 for FY2005-06.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven approving assigning personnel from District #1 to be authorized requisitioning (Dee Schieber/Rae Engleking), receiving (Joan Otto/Chad Koehn)and inventory (Tim Shelton/Joan Otto/Chad Koehn) officers for accounts H3101-10, H3101-12, H3101-20, H3101-35, H3101-40, H3101-41, H3101-45,H3101-48, H3101-50, H3101-51, H3101-52, H3101-53, H3101-55, H3101-58, H3101-59, H3101-60, H3101-61, H3101-62, H3101-63, H3101-67 for FY2005-06.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Commissioner Leven tabled Contract for Inmate Health Services to allow Assistant District Attorney, Will Clark, time to review.

 

Motion was made by Leven and seconded by Schieber authorizing Chairman Wilson to sign Tiger Commissary Services, Inc. Service Agreement (for the sale of food products, beverages, personal hygiene, tobacco products, and other such articles) for the inmates in the Sheriff’s Department.

Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber to accept awarding bids for BIA Project No. B0705020, Bridge and approaches over Deer Creek 2.5 miles north and 2.2 miles east on Newkirk (Bridge Location No. 36n3360e060005/NBI No. 06480/CN-245) and to table BIA Project No. B0705030, Bridge and approaches over Bitter Creek, 5.0 miles east and 1.0 mile north of the Jct. of I-35 and US177 (Bridge Location No. 36e0040n3220006/NBI No. 06366/CN-19).  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber to accept Claim for Engineering Fee for BRF-13C (036) CO for $3,600.00 from the CBR1F account.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to approve the following Cash Fund Estimate of Needs and Request for Appropriation: Preservation Fee Cash Fund, $5,165.00 to Personal Service-$2,500.00, Travel-$1,400.00, Capital Outlay-$1,265.00; County Clerk Lien Fee Cash Fund, $1,730.50 to Personal Services-$865.25, Maintenance-$865.25; CSSP Cash Fund, $180.50 to Contractual Services; Public Building Authority Cash Fund, $1,408.84 to Maintenance

Motion was made by Leven and seconded by Schieber approving Proposed installation-6” Water Line; location-22 feet north of the south line of Sec. 13, T-29-N, R-2-E Kay County, Permit #05-23, Dist#2; and tabling Proposed installation -3” Poly Gas Line, location-West Ditch Line from Earth Rd. to Ford Rd.,Lakeland has lease on Sec. 16, East Line Sec. 16-T28-R1W, Permit #05-24, Dist#2; Proposed installation – 3” Poly Gas Line, location-SW4 Sec. 15 T28N R1W to Sec. 4 – Sec. 16 T28N R1W, Permit #05-25, Dist#2 on Applications for Permit Line Installation on County Right-of-Way.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Leven and seconded by Schieber approving the following Resolutions to Deposit; Res#5, 6-67, Highway Cash Fund, Ross Group Construction-$200.00 Water Line Installation Permit, Dist#2; Res#5, 6-69, CSSP Cash Fund, State of Oklahoma-Department of Corrections-$180.50, August 2005; Res#5, 6-70, Funds shall be paid to Kay County prior to the processing of payroll from Resale Funds of the County Treasurer of Kay County for said payments to Resale Funds personnel and deposited to said General Fund account; Res#5, 6-72, Public Building Authority Cash Fund, State of Oklahoma, DHS-$1408.84, October 2005 Rent; and tabling Res#5, 6-68, Highway Cash Fund, Lakeland Pipeline-$100.00, Dist#2.   Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to note the Court Clerk’s Monthly Reports for Blackwell, Ponca City and Newkirk Offices for September 2005.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Motion was made by Schieber and seconded by Leven to approve the Publishing Sheet for Kay County, Financial Statement as of June 30, 2005 and Estimate of Needs for all Funds for the Fiscal Year ending June 30, 2006.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.

 

Commissioner Wayne Leven told the group that Title 27A was adopted along with County Regulations for Municipal Solid Waste Landfill.

 

Motion was made by Schieber and seconded by Leven to recess for a few minutes in order to speak with Rog Allen, KACY Radio.  Motion carried:  Schieber, aye; Leven, aye; Wilson, aye.
