Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 a.m. o’clock a.m. on Monday, September 12, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 9, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Wayne Leven, Vice-Chairman; Dee Schieber, Member; Pat Schieber, Kay County Treasurer; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Schieber and seconded by Leven approving minutes of September 6, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Public comments were made by Della McAllister, representing Kay County Concerned Citizens.  Ms. McAllister asked the Commissioners when they would be voting on the proposed Landfill Regulations.  Wayne Leven said, after visiting with Assistant District Attorney Will Clarke, he thought they would be ready to vote Monday, September 19, 2005.

 

Motion was made by Wilson and seconded by Schieber approving Chairman Wilson to sign and approve the following Emergency Watershed Project Summaries in Dist#3:  Project O-Street & Fountain Road Bank Stabilization in EWP-216 Kay Co., Legal Description SE ¼, Sec.11,T 25N, R 1W; Project Stagner-O Street Road Stabilization EWP-216 Kay Co., Legal Description SW ¼, Sec. 25, T 27N, R1W; Project Deer Creek and 124th Street EWP-216, Legal Description SW ¼, Sec. 11, T 25N, R 11W; Project Case Corner Roadside EWP-216 Kay Co., Legal Description SW ¼, Sec. 11, T 25N, R 1W.  These Cooperative Agreements were presented by Caleb Stone, District Conservationists, Natural Resources Conservation Service (NRCS) in Newkirk.  These emergency watershed projects are a temporary measure to alleviate an imminent hazard to the public and additional work may have to be performed to achieve a permanent solution to the eroding and endangering of county roads due to heavy rains.   Kay County will be required to provide 25% of the total installation cost as cash or in-kind services.   Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber authorizing Chairman Wilson to sign Election Board Secretary Salary Reimbursement Claim for August 2005 in the amount of $3,935.14.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

The Board of Commissioners noted the following offices August 2005 Monthly Reports:  Kay County Election Board; Kay County Treasurer; Kay County Clerk.

 

Motion was made by Leven and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation: Preservation Fee Cash Fund, August 2005 Collections-$5,620.00 to Personal Service-$2,500.00, Travel-$1,400.00, Capital Outlay-$1,720.00; County Clerk Lien Fee, Lien Notices/Exhibits & Copy Collections for August 2005-$1,619.50 to Personal Services-$809.75, Maintenance-$809.75; Highway Cash Fund, BIA-$72,222,67 to Autwine Bridge Project, Dist#1 Visual Inspection Reimbursement Cash Fund, Interest on VIR Account-$93.51, Assessor’s Fees-$1,009.75 to Maintenance-$1,103.26; County Improvement Cash Fund, Annual Internet License OSU Extension-$630.00 to Internet User Fee; Emergency Management Agency Cash Fund, Administration Fees-$1,762.70 to Personal Services-$1,612.70, Safe Room Reimbursement-$150.00; Treasurer’s Mortgage Certification Cash Fund, Fees-$1,360.00 to Travel.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber accepting Ismael and/or Hilda Fiorina’s bid on Commissioner’s Sale of Property, Legal Description Lots 17-19 Block 28 East Newkirk in the amount of $200.00.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions: Res#5,6-42, Deposit to Highway Cash Fund, Landers & Musgrove Oil Co-$100.00, Oil & Gas Production and gathering lines, Dist#2; Res#5, 6-43, Deposit to County Improvement Cash Fund, County of Kay, Jail Cash Fund-$840.00, Annual One-Net License Fee; Res#5,6-44, Deposit to Highway Cash Fund, BIA-$11,143.74, Ponca Tribe Complex, Dist#1; Res#5, 6-45, Deposit to Public Building Authority Cash Fund, State of Oklahoma DHA-$1408.84, September 2005 Rent.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.
