Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 a.m. o’clock a.m. on Tuesday, September 6, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 2, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Wayne Leven, Vice-Chairman; Dee Schieber, Member; Judy Barnes, Kay County Assessor;  Pat Schieber, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Carol Kellum, Kay County Election Board Secretary; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Leven and seconded by Schieber approving minutes of August 29, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Public comments were made by Orva Rothgeb, representing Kay County Concerned Citizens.  Ms. Rothgeb presented the Commissioners with petitions of citizens in Kay County who are in favor of the longer version of Landfill Proposals. 

 

No action was taken on District Attorney’s discussion concerning the Excise Board’s Budget Authority.

 

No action was taken on Sheriff Everette Van Hoesen concerns facing Funding Shortage on Prisoner Insurance and the Un-reimbursed Juvenile Transports with Oklahoma Juvenile Affairs. 

 

Motion was made by Wilson and seconded by Leven approving the following sale of county property:  Lots 17-23 Block 5, Original Town of Tonkawa, the bid amount $409.00 by Alonzo Brown.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving FY2006 REAP Grant Application, Project-Kay County Search and Rescue, A Division of the Ranch Drive Volunteer Fire Department.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving FY2006 REAP Grant Application; Project-South Longwood Housing Project will affect around 30 families.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions:  Res#5,6-35, Deposit to EMA Cash Fund, State of Oklahoma, ODEM-$50.00, Administration Fees; Res#5,6-36, Deposit to Highway Cash Fund, BIA-$72,222.67, Autwine Bridge Project, $72,195.60-principal, $27.07-interest.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving Blanket Purchase Orders and approving the following purchase orders/claims for payment.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.
