Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 a.m. o’clock a.m. on Monday, August 22, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 19, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Wayne Leven, Vice-Chairman; Dee Schieber, Member;  Pat Schieber, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Kay County Election Board Secretary, Carol Kellum; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).  

 

Motion was made by Schieber and seconded by Leven approving minutes of August 15, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Public comments were made by Orva Rothgeb who presented the Commissioners with a petition with 30 names on it from the citizens of Tonkawa who are against putting in another landfill in Kay County.  Wayne Leven noted that one or two names were repeated on the petition.

 

Motion was made by Leven and seconded by Schieber to approve purchasing a postage machine from Oklahoma Mailing Equipment upon majority of officer’s comments, preference and better pricing.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven acknowledging Free Fair’s and Kay County OSU Extension Center’s Requisitioning Officer-Larry Klumpp/Receiving Agent-Mary Rhyne, Chad Otto, Brenda Case, Jeanette Bahjat/Inventory Clerks-Jeanette Bahjat.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Blanket motion was made by Schieber and seconded by Leven approving the following

Resolutions:  Res#5,6-27, Deposit to County Improvement Cash Fund, Court

Unappropriated Trust Fund-$315.00, Annual Internet License; Res#5,6-29, Deposit to

County Improvement Cash Fund, County of Kay (Emergency Management)-$315.00,

(Election Board)-$315.00, (County Clerk)-$735.00 – Annual Internet License;

Res#5-,6-30, Deposit to Highway Cash Fund, Lady Bug Oil Co-$100.00, Road Crossing

Permit, Dist#3; Res#5, 6-31, County Treasurer be directed to transfer the balance of

$2.43 for FY2004-05 from the judgment account to County Improvement Cash Fund per

direction of the State Auditor & Inspector’s Office; Res#5,6-32, Deposit to Highway Cash

Fund-NAT-GAS LLC-$100.00, Road Crossing Permit, Dist#2.  Motion carried:  Wilson,

aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving the following Cash Fund Estimate of Needs and Request for Appropriation:  County Improvement Cash Fund, Annual Internet License-$315.00 to Internet User Fee; County Improvement Cash Fund, Annual Internet License Emergency Management, Election Board, County Clerk-$1,365.00 to Internet User Fee.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber to approve signing Lease Agreement No.’s 362035 and 362036 for 2005, CTS BDT-40, Belly Dump Trailers.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving Application for Permit Line Installation on County Right-of-way, the line would cross Pleasant View Road 100’ of intersection with 1st Street City of Newkirk, OK.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving Payroll Claims with warrants to be released on August 30, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving Blanket Purchase Orders and approving the following purchase orders/claims for payment.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

County Officer comments were made by Kay County Sheriff Everette Van Hoesen and Kay County Treasurer Pat Schieber.
