Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 a.m. o’clock a.m. on Monday, July 18, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on July 15, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Laile Wilson, Chairman; Wayne Leven, Vice-Chairman; Dee Schieber, Member;  Pat Schieber, Kay County Treasurer; Everette Van Hoesen, Kay County Sheriff; Judy Barnes, Kay County Assessor; Rog Allen, KACY Radio; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Leven and seconded by Schieber approving minutes of July 11, 2005.   Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving bid for Department of Human Services (DHS) Cleaning/Mowing Services and to add to bid additional low maintenance for outside ($10.00).  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving extending contract for Pest Control for Detention Facility, DHS Building, Courthouse and two small buildings on courthouse grounds.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving accepting second highest bidder for Bid#2005-37 (selling of Sheriffs car) upon approval of Assistant District Attorney.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving reappointment of Claude Hiatt to the Kay County Floodplain Board.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving Detention Services Agreement by and between Sac & Fax Nation Juvenile Detention Center and the Board of Kay County Commissioners (Amended contract for FY 05/06).  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Wilson and seconded by Schieber approving Application for Road Crossing Permit from CenterPoint Energy between Sections 9 & 16, T27N-R1W (Permit#05-10); Application for Road Crossing Permit from Range Resources from SE4 27-T25N-R1W to NE4 34-T25N-R1W (Permit#05-11); Application for Road Crossing Permit from CenterPoint Energy between SW4 5-T28N-R1W & SE4 6-T28N-R1W (Permit #5-12) Dist#3.  Motion carried:  Wilson. aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving Approval to Waive Termination Charges on SBCLD Services in the amount of $4200.00.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving designation of Patsy Leyva, Deputy Purchasing Agent for Kay County.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Wilson and seconded by Leven approving the following Resolution: Res#5, 6-16, Deposit to the Highway Cash Fund (Line Installation on County Right of Way) $100.00, Dist#3.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

Motion was made by Leven and seconded by Schieber approving Payroll Claims with warrants to be released on July 28, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.
