Newkirk, OK

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Tuesday, May 31, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 27, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Laile Wilson, Chairman; Wayne Leven, Vice-Chairman; Dee Schieber, Member; Everette Van Hoesen, Kay County Sheriff; Pat Schieber, Kay County Treasurer; Judy Barnes, Kay County Assessor; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Schieber and seconded by Leven approving minutes of May 23, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Joe Steichen expressed his concerns on County Clerk’s possibility of online access.  His main concern was people changing documents.

 

Motion was made by Schieber and seconded by Leven approving going out for bid on Election Board Ballots (July 1, 2005-June 30, 2006).  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Resolutions:  Deposit to Emergency Management Agent Cash Fund-$50.00 (Admin Fees-Safe Rooms), Res#4,5-190; Deposit to Highway Cash Fund-BIA-$23,723.15, Ponca Tribe White Eagle, Dist#1, Res#4,5-191; Deposit to Highway Cash Fund, City of Ponca City $25,738.08, Kygar Road Project, Dist#1, Res#4,5-196.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving the following Resolutions:  Disposing of Equipment, Assessor’s Office, #HV-203-27 10-Key Calculator, broken, Res#4,5-192; Disposing of Equipment, Assessor’s Office, #H-203-34 10-Key Calculator, broken, Res#4,5-193; Disposing of Equipment, Assessor’s Office, #H-102-42 Tan Vinyl & Metal Arm Chair, Res#4,5-194; Disposing of Equipment, Assessor’s Office, #H-102-42 Tan Vinyl & Metal Arm Chair, Res#5-195.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving the following Cash Fund Estimate of Needs and Request for Appropriations:  Highway Cash Fund, BIA to Ponca Tribe Project, Dist#1 - $23,723.15; Highway Cash Fund, City of Ponca to Kygar Road Project, Dist#1 - $25,738.08.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving the following Transfer of Appropriations:  Sheriff Commissary Fund, Capital Outlay-$500.00 to Equipment; General Fund, Visual Personal Service-$5000.00 to Visual Capital Outlay-$2700.00 & Visual Maintenance-$2300.00, County Assessor’s.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Barbara Ward and Angela Eversole with Southwestern Bell presented their proposal and gave Long Distance Voice Services Only Agreement to Assistant District Attorney Will Clark to examine.  No action was taken.

 

Motion was made by Leven and seconded by Schieber to stay with current OPERS Code P on the Employee & Employer Retirement Contribution Rates.  Effective July 1, 2005, for the Fiscal Year 2006 the employee will pay 3.5% and the employer will pay 11.5%.
