Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 9, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on May 6, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Laile Wilson, Chairman; Wayne Leven, Vice-Chairman; Dee Schieber, Member; Mark Gibson, District Attorney; Everette Van Hoesen, Kay County Sheriff; Pat Schieber, Kay County Treasurer; Judy Barnes, Kay County Assessor; Sandy Tharp, Pitney Bowes; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Leven and seconded by Schieber to table decision on Pitney Bowes (postage meter) until May 16, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber to table Invoice for County Officers and Deputies Association Annual Membership Dues (fiscal year 2005-06) for Kay Count in the amount of $627.00.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

The Board of County Commissioners acknowledged the following Monthly Reports for April 2005:  Treasurer’s Monthly Fee Report, Exhibit A; County Clerk, Exhibit B; Kay County Health Department, Exhibit C; Election Board, Exhibit D.

 

Motion was made by Leven and seconded by Schieber approving Transfer of Appropriation, Highway Cash Fund, Capital Outlay to Maintenance & Operations-$10,000.00, Dist#2.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving Transfer of Appropriation, Highway Cash Fund, Capital Outlay to Kygar Road Project-$1152.35, Dist#1.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber to approve the following Cash Fund Estimate of Needs and Request for Appropriations:  Treasurer’s Mortgage Certification Cash Fund-$1115.00; Highway Cash fund, BIA to Kaw Tribe Project-$144,321.48, Dist#1; Highway Cash Fund, City of Ponca City to Kygar Road Project-$79,224.81, Dist#1; Visual Inspection Reimbursement Cash Fund, VIR Acct/Assessor’s Fee to Maintenance & Operation-$949.21.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

Commissioner Leven stated that the Landfill regulations meeting that was tentatively scheduled for Tuesday, May 31, 2005 at 6:00 p.m. would need to be postponed to Monday, June 6, 2005 at 6:00 p.m.
