Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, May 2, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on April 29, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Wilson called the meeting to order.  Those present were as follows: Laile Wilson, Chairman; Wayne Leven, Vice-Chairman; Dee Schieber, Member; Mark Gibson, District Attorney; Everette Van Hoesen, Kay County Sheriff; Chad Otto, OSU Extension Office; Rog Allen, KACYFM Radio; Charles Abbott, Blackwell Journal Tribune; Sharon Rowen, Ponca City News; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet). 

 

Motion was made by Leven and seconded by Schieber to recess to Court Room A to observe Phil Ross as he was sworn in as Special District Judge.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Wilson and seconded by Schieber to reconvene business on Agenda for Monday, May 2, 2005.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving minutes of April 25, 2005.   Motion carried:  Wilson, aye; Leven, aye;  Schieber, aye.

 

District Attorney Mark Gibson agreed to pay 25% toward the Community Service Sentencing Program Funding by the end of week in the amount of $3000.00.

 

Motion was made by Leven and seconded by Schieber to approve signing Proclamation of National Nursing Home Week and designating May 8 through May 14, 2005 as Newkirk Nursing Home Week and urge residents of this community to join in the observance and participate in support and appreciation for the high standard of care the Nursing Home provides for this community.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven to approve signing Proclamation and designating May 1-7, 2005 as Oklahoma Home and Community Education Week (OHCE).  Betty Glasgow, Executive Committee Member of OHCE read the proclamation.  OHCE began in 1914 and currently has a membership of 5,000 volunteers serving in Oklahoma.  OHCE works with OSU Cooperative Extension to educate its members to be well-informed and able to handle change in their homes and communities.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber to approve putting overtime money, Election Board, Res#4,5-179 back into various accounts.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven to approve Res#4,5-180, deposit to Highway, City of Ponca City - $79,224.81 (ck#151751), Kygar Rd. Project, Dist#1.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Leven and seconded by Schieber approving Transfer of Appropriation, Election Board, General Fund, Personal Services to Maintenance & Operations in the amount of $38.08.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving Transfer of Appropriation, County Clerk, General Fund, Personal Services to Capital Outlay in the amount of $6000.00.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

Motion was made by Schieber and seconded by Leven approving signing Agreement and By-Laws of Kay County E911 Authority.  Motion carried:  Wilson, aye; Leven, aye; Schieber, aye.

 

The Board of County Commissioners acknowledged the Bi-Annual Meeting of the Kay County Free Fair Board, Inc. to be held May 2, 2005 at 7:00 p.m. in the basement of the Kay County Courthouse.

Public comments were made by Orva Rothgeb, Kay County Concerned Citizens.  Ms. Rothgeb asked the Commissioners if they had a meeting date rescheduled to re-evaluate the Landfill regulations and encouraged them to set a date ASAP.  Commissioner Leven said he would need to speak with new Assistant District Attorney, Will Clark, but would tentatively plan on meeting Tuesday, May 31, 2005 at 6:00 p.m.
