The
Board of County Commissioners of Kay County, Oklahoma, met in regular session
at 9:00
o’clock a.m. on Monday, February 28, 2005, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma. Notice of the meeting was posted for public
information on February 25, 2005, at the
Courthouse front door, Commissioners
Court, and
basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.
Chairman Wilson called the
meeting to order. Those present were as
follows: Laile Wilson, Chairman; Wayne Leven, Vice-Chairman; Dee Schieber,
Member; Everette VanHoesen, Kay County Sheriff; Daryl Johns, KCCC; Rog Allen,
KACYFM Radio; Tammy Reese, Kay County Clerk/Secretary (see sign in sheet).
Motion was made by Leven
and seconded by Schieber approving minutes of February 22, 2005. Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
Motion was made by Leven
and seconded by Schieber approving going out for bid for 2 pickup trucks and 2
gravel trailers, District #2. Motion
carried: Wilson,
aye; Leven, aye; Schieber, aye.
Motion was made by Schieber
and seconded by Leven approving renewal contract with Southwestern Bell Plexar
II Fixed Rate Payment Plan Agreement.
Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
Board of County
Commissioners
took no action on the Boundary and Annexation Survey until more information is
gathered by Chairman Wilson.
Board of County
Commissioners
took no action on budgets presented by Sheriff VanHoesen.
Motion was made by Leven
and seconded by Schieber to deposit overtime money into the Maintenance and
Operation Fund for the Kay County Election Board. Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
Motion was made by Leven and seconded by Schieber to sign the
Lease Agreement on the Quilt Shop Contract.

Motion was made by Leven
and seconded by Schieber approving Chairman Wilson to sign Proxy Statements. Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
Motion was made by Schieber
and seconded by Leven to approve Cash Fund Estimate of Needs and Request for
Appropriation for the Highway Cash Fund in the amount of $269,160.34. Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
Motion was made by Leven
and seconded by Schieber to approve deposit to the Child Abuse Prevention Cash
Fund: Court Unappropriated Trust
Fund-$77.50 (v#20941)-Jury Donations.

Board of County
Commissioners
approved Chairman Wilson to sign Interlocal Agreement between the City of Ponca
City and County of Kay 2005 Byrne Justice Assistance
Grant (Jag) Program Award.
Motion was made by Leven
and seconded by Schieber to approve Request for Appropriation for Child Abuse
Prevention Cash Fund in the amount of $77.50.

and seconded by Leven to approve request for emergency funding through the
Natural Resources Conservation Service to stabilize the eroded stream banks
next to the bridges over Bois d’Arc Creek on Oakland
Road and the Chikaskia
River
on Hubbard Road. Motion carried: Wilson,
aye; Leven, aye; Schieber, aye.
