The Board of County Commissioners of Kay County, Oklahoma, met in special session at 9:00 a.m. on Thursday, February 17, 2005, in the Commissioners Courtroom of the Kay County Courthouse, Newkirk, Oklahoma. Notice of the meeting was posted for public information on February 15, 2005, at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

Chairman Wilson called the meeting to order. Those present were as follows: Laile Wilson, Chairman; Wayne Leven, Member; Dee Schieber, Member; Ron Badley, State Auditor; Pat Schieber, County Treasurer; Tammy Reese, County Clerk/Secretary.

Motion was made by Schieber and seconded by Leven to approve Transfers of Appropriations: Kygar Road Project-$10,000.00/Capital Outlay-$2,000.00-District #1 to Personal Service (Exhibit G); Capital Outlay-District #2-$35,500.00 to Personal Service-District #2-$31,000.00, Personal Service-District #1-$4,500.00 (Exhibit H); Maintenance-$46,000.00/Capital Outlay-$4,500.00-District #3 to Personal Service District #3-$37,407.43, Lease Purchase District #3-$8,592.57, to Personal Service District #1-$4,500.00 (Exhibit I).

Motion carried: Wilson, aye; Leven, aye; Schieber, aye.

There being no other business, motion was made by Wilson and seconded by Leven to adjourn. Motion carried: Wilson, aye; Leven, aye; Schieber, aye.
