Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, December 27, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on December 23, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member;  Rog Allen, KACYFM Radio; Craig Countryman, Kay County Sheriff; Everett Van Hoesen, Sheriff Elect; Tammy Reese, County Clerk Elect; Kristi Woolley, OJA; Carson W. Creed; Gaylord Ford; Larry Cannon; Della M. McAllister; Pam Goodno, Kay County Clerk and Patsy Leyva, Deputy County Clerk.    

 

Motion made by Leven and seconded by Wilson approving minutes of December 20, 2004 as read.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Wilson and seconded by Leven authorizing Chairman to sign Juvenile Detion Transportation Claim in the amount of $3073.73.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye. (Claim file)

 

Motion was made by Leven and seconded by Wilson accepted Pam Goodno’s verbal resignation as FEMA Agent, MIPS Finance Chief and Administrator of OJA Board.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven approving  Agreement between Kay County and BIA for Lake Road Project in the amount of $1.3 Million.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye. (Project file)

 

Motion was made by Schieber and seconded by Wilson approving Agreement between Kay County and BKL, Inc for engineering on Lake Road Project in the amount of $65,000.00.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye. (Project file)

 

Craig Countryman, Kay County Sheriff discussed with the Board Sergeant & Lieutenant pay scale.  Would like to move one Sergeant up to $2350.00 (all paid out of Service Fee) and one Lieutenant from $2400.00 up to $2500.00 (this man works night shift and Countryman feels he deserves the raise)  The Lieutenant pay would come out of the General Account and would be for the six months from January 2005 – June 2005.  Leven advised that Board would have to look into.  No action taken

 

Motion was made by Leven and seconded by Wilson approving resolutions depositing funds into the following accounts:

Motion was made by Leven and seconded by Wilson approving resolution from Kay County Court Clerk disposing of one typewriter as being junked.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye. (Res#4, 5-89)

 

Motion was made by Leven and seconded by Wilson approving resolution from Kay County Court Clerk disposing of six lateral files being used as trade-in for new files for the Ponca City Division.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye. (Res#4, 5-90)

 

Discussion was held concerning Application for funding Roadway Projects Major or Minor Collectors.  Schieber advised that he would talk with Acco about possible new procedures.  No action taken.

 

Leven called Auditors Office about exit audits for Kay County Clerk and Kay County Sheriff.  Was told that Cheryl Wilson from the Auditors Office would call to set up audit times.
