Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, October 11, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on October 8, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Rog Allen, KACYFM; Linda Smith, Deputy Treasurer; Paul Nickens, New York Life; Ken McGuire, Delta Dental; Carol Kellum, Election Board Secretary; Pam Goodno, Kay County Clerk/Secretary; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Leven and seconded by Wilson approving minutes from the October 4, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Paul Nickens, New York Life, and Ken McGuire, Delta Dental, discussed with the Board the Delta Dental plan available to counties.  The plan discussed is independent from the Delta Dental plan offered through the state insurance which would allow for a difference in premium rates.  The rates would be based on group claims of the contracted counties, which could be higher or lower than the state rates.  The plan provides for 2 networks that allow for employees to have available coverage under both networks.  The benefits provided under the plan could vary from the state plans benefits but most benefits are the same, and the plan has a nationwide network of providers.  The Board stated they would review all the plans offered before making a decision.

 

Motion was made by Wilson and seconded by Leven approving resolution depositing funds into the Public Buildings Authority Cash Fund as follows:

            State of Oklahoma, DHS - $1408.84 (wt#100799766)

            October Rent

Motion was made by Leven and seconded by Wilson approving the following cash fund appropriations:

            Reimbursement Cash Fund - $710.01

            Preservation Fee Cash Fund - $5095.00

            Lien Fee Cash Fund - $1278.70

            Certification Fee Cash Fund - $1085.00

Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Wilson authorizing Chairman to sign Addendum to Contract between Kay County and the Oklahoma State Department of Health extending the contract for period beginning 8-30-04 to 7-25-05 relating to the enhancement of the county health department isolation room.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Contract file)

 

Motion was made by Wilson and seconded by Leven authorizing Chairman to sign Election Board Salary Reimbursement Claim in the amount of $3599.23.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Claim file)

 

Motion was made by Leven and seconded by Wilson authorizing Chairman to sign CSSP Contract between Kay County and DOC for FY2005.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Contract file)

 

Motion was made by Leven and seconded by Wilson to recess for a meeting of the Trustees of the Kay County Home Finance Authority.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Schieber and seconded by Leven to reconvene into regular session of the Board of County Commissioners.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Carol Kellum, Election Board Secretary, submitted a transfer of appropriations within the General Fund Election Board Maintenance to Part-time in the amount of $1500.00.  After discussion, motion was made by Schieber and seconded by Leven approving the transfer as follows:

            Election Board Maintenance to Part-time - $486.50
