Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, September 13, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on September 10, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Craig Countryman, Sheriff; Buddy Thomas, Undersheriff; Rog Allen, KACYFM; Ray Ball, Kaw Tribe; Pam Goodno, Kay County Clerk/Secretary; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Leven approving minutes from the September 7, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Wilson approving resolution depositing funds into the Public Buildings Authority Cash Fund as follows:

State of Oklahoma, DHS - $1408.84, September Rent

Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (4,5-47)

 

Motion was made by Wilson and seconded by Leven authorizing Chairman to sign agreement between Kay County and First National Bank of Oklahoma, Ponca City, for access to the Assessor’s computerized files for 2004.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Agreement file)

 

Craig Countryman, Sheriff, discussed with the Board upcoming contract renewals for inmate health provider and communications.  He was concerned about renewing the annual contracts that would be binding to the new Sheriff.  Countryman recommended that the contracts be renewed when they come due.  Commissioner Leven stated that the contracts have early termination clauses should they need to be terminated and it appears the system works for Kay County.  No action was taken.

 

Motion was made by Leven and seconded by Wilson to adjourn for a meeting of the Kay County E911 Authority.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Wilson to reconvene into regular session of the Board of County Commissioners.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Schieber approving Memo of Understanding between Kay County, the Kaw Nation of Oklahoma, and the BIA concerning funding of the road project east of Newkirk.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Project file)
