Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 23, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 20, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Carson Creed; Dennis Bonewell, Emergency Management Director; Victor Kahle; Craig Countryman, Sheriff; Rosie McCombs, Deputy Assessor; Judy Barnes, Assessor; Dwain Camp, Ponca Tribe Roads Director; Carol LeClair, Ponca Tribal Business Committee Member; Douglas Eagle, Sr., Vice Chairman of Ponca Tribe; Rog Allen, KACY FM; Pam Goodno, Kay County Clerk/Secretary; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Leven approving minutes from the August 16, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Victor Kahle addressed the Board with concerns regarding the county roadways leading to St. John’s Methodist Church Cemetery and to the Prairie Chapel Cemetery.  He stated that the roadways needed work and would like to see Asphalt applied to them and to all roadways leading to cemeteries.  Commissioner Leven cited that the costs for asphalting a roadway would be extensive to provide minimal resurfacing and that it would not hold up to the truck traffic in the specific area near the Prairie Chapel Cemetery due to the use of the roadway by farmers using that road as a means to the elevators during harvest and that an aerial service is located along that road that brings in heavier traffic.  Leven stated that the Commissioners would look into the areas to see what could be done to improve the conditions.

 

Homeland Security Grant – No action.

 

Motion was made by Schieber and seconded by Leven proclaiming August 26, 2004 as Ponca Nation Day for their supportive cooperation and extra funds provided to Kay County for major improvements over many years.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (4,5-36A)

 

Motion was made by Wilson and seconded by Leven approving resolutions as follows:

Deposit to Highway - $200.00, Palm – Oil & Gas Acct, 2 Line Permit Applications-District #1 (4,5-37)

Deposit to County Improvement - $1050.00, County of Kay-Sheriff, Annual One-Net License Fees (4,5-38)

Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Wilson approving resolution to join the ACCO-SIG Insurance Program for FY2005.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (4,5-39)

 

Motion was made by Leven and seconded by Wilson approving Amended Contract between Kay County and Sac and Fox Nation for juvenile detention services for FY2005.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Contract file)

 

The Board discussed the Addendum to the Kay County Employee Policy Handbook, with direct attention to the longevity pay plan.  Judy Barnes, Assessor, addressed the plan concerning funding for the plan.  The Board agreed that funds would need to be available within a department prior to payment to an employee.  The plan allows for an employee with 10 years or more of service to choose between longevity pay of $500.00 in lieu of 40 hours of vacation leave.  Per the District Attorney’s office, the longevity pay amount has to be the same set amount for all employees, which could be more or less than any specific employee’s hourly wage.  The addendum also addressed taxable fringe benefits.  Following discussion, motion was made by Leven and seconded by Schieber adopting Addendum 2004-1 to the Kay County Employee Policy Handbook.  Motion carried:  Schieber, aye; Wilson, nay; Leven, aye.  (4,5-40)

 

Commissioner’s Land Sale:

            Lots 6-8, Block 51, Original Town Newkirk

                        Bid from David B. or Tamara Donaldson - $400.00

 

Motion was made by Leven and seconded by Wilson accepting the bid from David B. or Tamara Donaldson in the amount of $400.00 for the sale of Lots 6-8, Block 51, Original Town Newkirk issue deed for same.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Book 1286 Page 131)

 

Motion was made by Leven and seconded by Wilson to go out for bids as follows:

            Crushed Concrete

Leather Furniture for Courtroom B and Conference Room (To be funded by Court Funds)

Pam Goodno, County Clerk, addressed the Board concerning the scheduling of an E911 meeting.  A tentative date was set at September 13, 2004 during the regular Commissioner’s meeting.

 

Goodno advised the Board that several citizens from the Nardin area had requested placement of signs directing drivers to the Nardin Cemetery.  Commissioner Wilson stated that he had previously discussed the issue with Nardin residents, and he would contact them again.

 

Other items of information provided by Goodno included 1) information concerning a sign shop to be developed in Noble County; and 2) an appointment was scheduled with ODCEM to discuss the amount of funds due Kay County from the State of Oklahoma for the 2000 Snow Storm and the 2002 Ice Storm.
