Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 16, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 13, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Carson Creed; Dennis Bonewell, Emergency Management Director; Shannon Muchmore, Ponca City News; Rog Allen, KACY FM; and Carrie Glaser, Deputy County Clerk.

 

Motion was made by Wilson and seconded by Leven approving minutes from the August 9, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Amendments/additions to County Employee Policy Handbook – Commissioner Leven reviewed Addendum 2004-1 additions to the Kay County Employee Policy Handbook concerning cell phones, vehicle usage, uniforms, and longevity pay plan.  Said Addendum to be distributed to each county officer for their review with discussion and possible adoption to be made at the next meeting of the Board.  No action was taken.

 

Motion was made by Leven and seconded by Wilson approving the following resolutions:

Deposit to County Improvement - $450.00, County of Kay, Treasurer & $300.00, County of Kay, Emergency Mgmt & $450.00, County of Kay, Assessor & $900.00, County of Kay, OSU Extension & $450.00, County of Kay, Election Board & $750.00, County of Kay, County Clerk – Annual One-Net License Fees (4,5-33)

Deposit to Public Buildings Authority - $1408.84, State of Oklahoma, DHS-Rent (4,5-34)

Deposit to CSSP - $434.97, State of Oklahoma, DOC & $185.53, State of Oklahoma, DOC – July 2003 & May 2004 CSSP Reimbursement (4,5-35)

Motion was made by Leven and seconded by Wilson approving and adopting the Flood Damage Prevention Ordinance for Kay County.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Floodplain file, resolution #4,5-36)

 

Resolution for membership to ACCO-SIG Insurance Program-Tabled.

 

Motion was made by Wilson and seconded by Leven approving the following cash fund appropriations:

            Highway Cash Fund - $260,606.35

            CSSP Cash Fund - $963.00

            Open Dump Reward Cash Fund - $9.50

            Public Buildings Authority-Health Cash Fund - $851.39

            County Improvement Cash Fund - $6300.00

            Public Buildings Authority Cash Fund - $2817.68

            Emergency Management Agency Cash Fund - $178.17

            Commissary Cash Fund - $323.02

            Service Fee Cash Fund - $7035.91

            Sheriff’s Jail Cash Fund - $57,566.04

Motion was made by Schieber and seconded by Leven approving Engineering Agreement between Kay County and BKL, Inc. for the Ponca Tribal Complex Project in the amount of $90,000.00.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Project file)

 

Motion was made by Schieber and seconded by Leven approving Title Page for Phase I-A of the Ponca Tribal Complex Project.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Leven and seconded by Wilson approving Contract Amendments/Modifications between Kay County and the following vendors for juvenile detention services for FY2005:

            Pottawatomie County Public Safety Center

            Western Plains Youth & Family Services @ Beckham Co. Reg. Juvenile Det. Ctr.

Motion was made by Schieber and seconded by Wilson approving the following Line Permit Applications submitted by Palm Oil & Gas Co:

            Low Pressure Gas Line near NE/4 Section 33-26-R1E (04-23)

            Low Pressure Gas Line near NW/4 Section 34-26-R1E (04-24)

Motion was made by Leven and seconded by Wilson approving the following Line Permit Application submitted by J & J Trenching:

            Water main near NE/4 Section 28-28-R2E (04-25)

Motion was made by Leven and seconded by Wilson authorizing Chairman to sign Contract between Kay County Health Department and Anco Services, Inc. for janitorial services at the Ponca City facility for $1510.00 per month and at the Blackwell facility for $435.00 per month for FY2005.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Contract file)

 

Motion was made by Leven and seconded by Schieber approving the Board’s recommendation of the General Fund Visual Inspection budget for FY2005 to the Excise Board in the amount of $208,453.00.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Budget file)

 

Motion was made by Leven and seconded by Wilson approving the following transfer of appropriations within the General Fund:

            Election Board Maintenance to Part-time - $1000.00
