Newkirk, Oklahoma


The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Monday, August 9, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on August 6, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.


Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Craig Countryman, Sheriff; Carson Creed; Dennis Bonewell, Emergency Management Director; Marvin, Beier, Brawley Engineering; Mr. & Mrs. Roy Fath; Shannon Muchmore, Ponca City News; Rog Allen, KACY FM; and Carrie Glaser, Deputy County Clerk.


Motion was made by Wilson and seconded by Leven approving minutes from the August 2, 2004 meeting.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.


Amendments/additions to County Employee Policy Handbook – No action.


Motion was made by Wilson and seconded by Leven approving Engineering Contract between Kay County and Brawley Engineering for Stink Creek Bridge project in the amount of $29,000.00.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Project file)


Motion was made by Leven and seconded by Wilson approving the following resolutions:

Deposit to Highway - $241.20, Ponca Iron & Metal, Inc.-Sale of scrap metal, District #2 & $5500.00, City of Blackwell-Reimbursement for engineering costs, STP-136D(093)CO-District #3 (4,5-29)

Deposit to Highway - $4000.00, Beaver Creek Restoration/Kaw Nation of Oklahoma-Funding for project, District #1 (4,5-30)

Deposit to County Improvement - $3000.00, Court Unappropriated Trust Fund-Annual One-Net Licenses (4,5-31)

Resolution for membership to ACCO-SIG Insurance Program-Tabled.


Motion was made by Wilson and seconded by Leven approving the following cash fund appropriations:

            Certification Fee Cash Fund - $1150.00

            Preservation Fee Cash Fund - $5215.00

            Lien Fee Cash Fund - $1366.99

            Reimbursement Cash Fund - $3285.83

Motion was made by Leven and seconded by Wilson approving the following transfer of appropriations within the Highway Fund:

            District #2 Capital Outlay to Maintenance - $10,000.00

Discussion was held concerning the Homeland Security Grant that was submitted by the Sheriff that allocated $53,799.92 to Kay County for security measures for Kay County.  The grant will fund equipment and hardware for target hardening with security for the courthouse as the first priority.  The Sheriff and Emergency Management Director will provide to the Board a listing of proposed equipment and hardware for their approval and submission to the Office of Homeland Security.  No action was taken.


10:00 a.m. – Public Hearing, Restriction changes to the Kay County Floodplain Management rules:


Discussion concerning changes to the restrictions for the floodplain areas in Kay County included a review of the proposed guidelines as recommended by the State of Oklahoma.  No action was taken at this time.
