Newkirk, Oklahoma

 

The Board of County Commissioners of Kay County, Oklahoma, met in regular session at 9:00 o’clock a.m. on Thursday, July 1, 2004, in the Commissioners Court of the Kay County Courthouse in Newkirk, Oklahoma.  Notice of the meeting was posted for public information on June 30, 2004 at the Courthouse front door, Commissioners Court, and basement handicapped entrance of the Kay County Courthouse in Newkirk, Oklahoma.

 

Chairman Schieber called the meeting to order.  Those present were as follows:  Dee Schieber, Chairman; Laile Wilson, Vice-Chairman; Wayne Leven, Member; Shannon Muchmore, Ponca City News; and Carrie Glaser, Deputy County Clerk. 

 

Motion was made by Leven and seconded by Wilson approving the following resolutions:

            Designation of legal newspaper-Newkirk Herald Journal (Resolution #4,5-1)

            Renew all Lease-Purchase Agreements for FY2005 (Resolution #4,5-2)

Deposits to General Fund Workers’ Comp Account for premiums paid by various accounts (Resolution #4,5-3)

Deposits to General Fund Tort & Property Account for premiums paid by various accounts (Resolution #4,5-4)

Deposits to General Fund Accounts for refunds of health insurance premiums (Resolution #4,5-5)

Deposits to General Fund Accounts for payment of court fund employee salaries & benefits (Resolution #4,5-6)

Deposits to General Fund Accounts for payment of overtime of election board employees (Resolution #4,5-7)

Renew all Lease-Purchase Agreements through ODOT County Road Machinery & Equipment Revolving Fund (Resolution #4,5-8)

Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.

 

Motion was made by Wilson and seconded by Leven authorizing Chairman to sign General Fund Estimate of Needs & Request for Temporary Appropriations for the following accounts:

            Commissioners

            FEMA

            Charity

            General Government

Motion was made by Wilson and seconded by Leven approving Contract Renewals on behalf of Kay County Health Department and the following vendors:

            Pitney Bowes-Blackwell postage meter rental

            Oklahoma Mailing Equipment-Ponca City postage meter rental

            Falco Alarm Company-Fire alarm monitoring

            AT&T Wireless Services-Cellular phones

            AT&T Language Line Services

            SBC Long Distance

            Stillwater Typewriter-Copier maintenance

            Kay Office Equipment-Copier maintenance

Motion was made by Schieber and seconded by Leven approving Funding Agreement between Kay County & ODOT for the Arkansas River Bridge Project, BRO-136D(078)CO in the amount of $1,500,000.00.  Motion carried:  Schieber, aye; Wilson, aye; Leven, aye.  (Project file)

 

Commissioner Schieber addressed the Board concerning political signs being placed in the state and/or county right-of-way. He stated that several citizens had contacted him concerning signs placed too close to roadways.  The Board asked that Shannon Muchmore, reporter for the Ponca City News, address the issue in her next Commissioners meeting story to remind the public that state law prohibits placement of political signs in said right-of-ways.
